- Please use this SF1442 Please use this bid schedule This acquisition is a Full and Open Competition AMENDMENT #1: Solicitation EQ7PCB-18-0009 is amended to include new SF1442, new Bid Schedule and to establish these dates and times: Pre-Solicitation Conference and Site Visit will be 10:30am on 12 July 2018 at the VA Data Center Annex, 1615 East Woodward St, Austin, Texas 78741. All RFIs are due on 19 July 2018 at 4:00pm by email to clements.schram@gsa.gov. The US Government intends to answer all RFIs by amendment, posted to Federal Business Opportunity Website on 26 July 2018. PROPOSALS are DUE at 4:00pm on 2 August 2018. All other terms and conditions remain the same. DESCRIPTION OF PROPOSED WORK: The General Services Administration, Public Buildings Service, is seeking a construction contractor to furnish all labor, tools, materials, equipment, supplies and supervision for elevator modernization at the VA Data Center, in Austin, Texas. The firm must be a general elevator contractor firm under the specified NAICS and size standard identified below. GENERAL CONSTRUCTION REQUIREMENTS: This will require modernization of two passenger elevators and option for one freight elevator. All materials to be recycled or disposed of within standard sustainability requirements. In accordance with FAR 36.206, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $1,000,000 and $5,000,000. Small Business Size Standard: $15 million TENTATIVE DATES: The dates for the pre-proposal conference, the site visit, the RFI cut-off, and the Proposal due dates are all TO BE DETERMINED. An amendment will be issued within ten (10) days. Attendance at the pre-proposal conference and site visit is vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. The Period of Performance is 550 calendar days after notice to proceed. PROCEDURES FOR AWARD: A solicitation will be issued requesting both written technical and price proposals. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the best value to the Government TRADE-OFF. Total Evaluated Price and other factors considered. In addition to Total Evaluated Price, the following non-price factors shall be used to evaluate offers: (1) Technical Approach, (2) Experience, (3) Schedule, (4) Past Performance, and (5) Preventive Maintenance Approach. Non-Price factors, when combined, are significantly more important than Total Evaluated Price. The Government intends to award without discussions but reserves the right to hold discussions if determined necessary. All proposers must comply with the proposal format listed in the solicitation. Additionally, all proposers must be registered in SAM for NAICS 238290. All proposers must also be registered in the VETS4212 system. PLAN AVAILABILITY: The solicitation will be available for electronic download at no charge from the Federal Business Opportunities website at www.fbo.gov. AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor www.fbo.gov for the release of any amendments. BONDING: A bid bond is required as well as payment and performance bonds. SECURITY: Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check. Specific security requirements will be contained in the solicitation. ELIGIBLE OFFERORS: All responsible firms may submit a proposal which shall be considered by the agency.
