- THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR INVITATION FOR BID (IFB) DOCUMENT. THE IFB/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. BIDS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Army Corps of Engineers, Philadelphia District, intends to issue a contract using FAR Part 14 Sealed Bidding procedures for design development, construction, testing, and delivery of a new deck barge that will be paired with an existing Link Belt LS218 crawler crane to form a crane barge. The completed vessel will be placed in service with the St. Paul District of the U.S. Army Corps of Engineers and will be used by the District in support of its maintenance mission on the inland navigation system. The principal dimensions of the barge are: Length Overall 150'-0" Beam Overall 50'-0" Molded Depth (@ C.L.) 10'-0" Maximum Design Draft 6'-0" The barge shall have ABS classification for "Maltese Cross A-1 Barge Rivers and Intra-Coastal Waterway Service", with "Reinforcement B" notation. The barge will be constructed of ASTM A36 steel and be certified by ABS. Delivery and final acceptance will be by the U.S. Army Corps of Engineers St. Paul District. Delivery will be to: U.S. Army Corps of Engineers U.S. Army Engineer District, St. Paul Fountain City Service Base Fountain City, Wisconsin 54629 F.O.B. Destination is preferred. Bids will be evaluated on the basis of price and price related factors. Bonding, warranty and liquidated damages will be required for this procurement. There are no options associated with this requirement. The IFB document, W912BU18B0014, will be available for downloading from FedBizOps on or about July 19, 2018 at https://www.fbo.gov/ with an anticipated award date of on or about August 31, 2018. The North American Industry Classification Standard (NAICS) is 336611 and the size standard is 1,250 employees to classify as a small business. THIS IS A SMALL BUSINESS SET- ASIDE PROCUREMENT. All responsible sources may submit a bid which shall be considered by the agency. Sources must be registered in http://www.sam.gov/portal (System for Award Management). Please note: On 22 March 18, GSA required all new SAM registrants to submit an original, signed, and notarized letter identifying the authorized Entity Administrator for the entity before a new entity registration will be activated. Effective 29 April 18, this process was applicable to all existing entities updating a SAM record (one time application unless Entity Administrator changes). The notarized letter requirement is mandatory for all types of registrants, US-based or foreign. The notarized letter process required a hard-copy letter to be sent to the SAM Federal Service Desk for review prior to activation of a SAM registration or validation of updated SAM data. The current process can take as long as 5-7 days. a. EFFECTIVE 11 JUNE 2018: Entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities (e.g., Grants, Loans, and other financial assistance programs) no longer need to have an approved Entity Administrator notarized letter on file BEFORE their registration is activated. APPLICABILITY: If the SAM.gov "Purpose of Registration" is "Federal Assistance" only.** b. EFFECTIVE 29 JUNE 2018: All non-Federal entities who create or update their registration in SAM.gov will no longer need to have an approved Entity Administrator notarized letter on file BEFORE their registration is activated. APPLICABILITY: If the SAM.gov "Purpose of Registration" is either "Federal Assistance" or "All Awards."** **NOTE: (check SAM.gov to find information on the "Purpose of Registration"). c. Both Federal Assistance entities and all non-Federal entities must still mail the original, signed copy of the notarized letter to the Federal Service Desk. Failure to do so within 30 days of activation may result in the registration no longer being active.
