NMR Draft Statement of Work Document Type: Sources Sought Notice Announcement Number: D-18-SS-0289 NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing Size Standard: 1,000 employees CONTRACTING OFFICE ADDRESS Department of Justice, Drug Enforcement Administration, Office of Acquisition & Relocation Management, 8701 Morrissette Drive, Springfield, VA 22152. DESCRIPTION This is a SOURCES SOUGHT notice. The government is not responsible for any costs incurred to respond to this request for information (RFI); this is an RFI only, not a request for samples or testing. This is not a request for proposals and does not obligate the Government to award a contract. THERE IS NO SOLICITATION AT THIS TIME. All responsible businesses, including small businesses, are encouraged to respond to this notice. The information requested by this notice will be used within the Drug Enforcement Administration (DEA) to facilitate the decision making process in determining the acquisition strategy and will not be disclosed outside the agency. The DEA will not be responsible for any cost incurred by interested parties in responding to this notice. Unsolicited proposals or offers of any kind will not be considered in response to this notice. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned. The DEA is seeking information from potential sources for Nuclear Magnetic Resonance Instruments, in support of the DEA Office of Forensic Sciences, in accordance with the attached draft Statement of Work. At this time, questions concerning the composition and requirements for a future solicitation, as well as those regarding the nature of the services to be provided and performed under any future initiative, will not be accepted. Interested parties should submit capability statements, and/or company literature, in response to this notice. E-mail responses should be sent to the Contract Support Specialist, Ms. Sovanna Sampels, at sovanna.sampels@usdoj.gov on or before 2:00 PM Eastern Standard Time (EST) on or before Wednesday, July 11, 2018. The Government reserves the right to follow up with select responders to perform further market research. The Government will determine who will or will not be contacted for further information or clarification. Submitting a response to D-18-SS-0289 does not guarantee any meetings or further contact from the Government will occur. Any meetings or discussions that do occur will be at no cost to the Government. SUBMISSION INSTRUCTIONS If your company has the potential capacity to provide these items, please provide the following information: 1. Company name; mailing address; physical address; point of contact; telephone number; fax number; e-mail address; DUNS number; NAICS code; company business size (if small, indicate type); and GSA schedule number (if applicable). 2. A tailored capability statement between one (1) and ten (10) pages that address the particulars of the required ammunition, with appropriate documentation that clearly supports the claims of capability. Prior Government contract work is not required for submitting a response under this notice. Responding to this notice is not a prerequisite for participation in any possible future competitive procurement for which a business is eligible to participate (if any is issued), but participation will assist the Government as to the extent of companies available for this procurement. Failure to respond or submit information in sufficient detail may result in a company not being considered a likely offeror when making a decision on whether or not to set aside the solicitation for restricted competition. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information submitted. Respondents will not individually be notified of the results of the Government assessments and should not anticipate feedback with regard to its submission. No proprietary, classified, confidential or sensitive information should be included in your response to this Sources Sought Notice. Responses will not be returned. All documentation shall become the property of the Government. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. The Government reserves the right to determine the method of acquisition and issuance of a possible solicitation based on the responses received for this notice. The Government's evaluation of the responses received will factor into the Government's determination whether any forthcoming solicitation will be conducted as small business set-aside, full and open competition, or sole source procurement. After a review of the responses received, a pre-solicitation notice and/or solicitation may be published on Federal Business Opportunities (FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice.
