- Sources Sought NB671000-18-03647 for a Portable RF Analyzer Sources Sought NB671000-18-03647 Portable Spectrum & Network Analyzer TITLE: Sources Sought for Portable Spectrum & Network Analyzer The National Institute of Standards and Technology is seeking sources capable of fulfilling the below specifications. Also, if your company can fulfill this requirement through GSA, please indicate that in your response. Your responses are due NLT July 12, 2018, 2 PM (Mountain Standard Time). I. BACKGROUND INFORMATION Public Safety Communications Research (PSCR) laboratories provide research, development, testing, and evaluation to foster nationwide communications interoperability. To be able to accurately test, monitor, and measure Land Mobile Radio (LMR) and Long-Term Evolution (LTE) signals, a new portable Radio Frequency (RF) analyzer is needed to perform field measurements. This instrument will allow PSCR to conduct in-depth research, development, testing, and evaluation of these systems. II. DESCRIPTION OF ITEM PSCR requires procurement of one (1) portable RF analyzer to perform spectrum measurements and cable and antenna measurements. III. SPECIFICATIONS The Contractor shall provide one (1) portable RF analyzer which conforms to the following specifications: A. Operates up to 4 GHz B. Compatible with Keysight 89601B Vector Signal Analyzer (VSA) software C. Perform real-time spectrum analyzer measurements to capture signals that burst on and off very rapidly D. Must be delivered with: 1. One (1) cable and antenna analyzer with AC/DC adapter for US 2. One (1) QuickCal option 3. One (1) Vector network analyzer transmission/reflection 4. One (1) Spectrum analyzer 5. One (1) Pre-amplifier 6. One (1) Interference analyzer and spectrogram 7. One (1) GPS receiver 8. One (1) Built-in power meter 9. One (1) Analog demodulation 10. One (1) Real-time Spectrum Analyzer 11. One (1) I/Q Analyzer 12. One (1) Warranty Assurance Plan – Five (5) Years 13. One (1) Calibration Assurance Plan – Five (5) Years IV. DELIVERY Eight (8) weeks after receipt of order. V. PERIOD OF PERFORMANCE Warranty and Calibration: Five (5) years. VI. WARRANTY R-51B-001-5Z Warranty Assurance Plan – Return to Keysight: Five (5) years. VII. CALIBRATION R-50C-011-5 Calibration Assurance Plan – Return to Keysight: Base year plus four (4) option yeas – five (5) years total.
