Description

Equipment Statement of Work (SOW) Background: VA New York Harbor Healthcare System (VANYHHCS) has provided funding to purchase three Teleretinal cameras and router system for the Telehealth program, which will be utilized within VANYH MC and CBOCs: BK campus, SA campus, and Manhattan campus and Mobile Medical Unit. These units are critical to diabetic patient care as they are used to screen for Retinopathy in an attempt to avoid\mitigate blindness through early detection. Diabetic retinopathy is  a main  cause of blindness in Americans 20 to 74 years old. People with type 1  or type 2 diabetes  are at risk  of this condition. Many people with early diabetic retinopathy have no symptoms before bleeding occurs in the eye. This is why everyone with diabetes should have regular screening. The router system will allow MMU to connect veterans from outreach program to providers at the VA. This will increase the number of veterans getting healthcare from the VANYH. This will also allow outreach programs to conduct routine group and/individual clinic sessions with veterans at shelter, colleges, and other outreach program. Additionally, the acquisition of these units would be strictly used in preventive screening for Diabetic Retinopathy in alignment with the NATIONAL CENTER FOR HEALTH PROMOTION AND DISEASE PREVENTION (NCP), a field-based national program office of the VHA Office of Patient Care Services which strives to improve the quality of life for Veterans by providing VA clinicians with evidence-based health promotion and disease prevention practices. The requested equipment would further fulfill one of the tenets and core principles outlined by the Undersecretary of Health Veterans Affairs, My VA Access initiative. The purchase of the equipment would be in alignment with the core principle Offer Veterans extended clinic hours, and/or virtual care options, such as Telehealth, when appropriate and would demonstrate our local commitment to this core principle. The benefit to veterans will be two-fold. First it would provide preventative screening for diabetics and secondly it will meet the VA s commitment to greater\enhanced access as directed in the My VA Access initiative. The vendor will provide installation and training for the following designated sites within VANYHHCS: St. Albans campus, Brooklyn campus, and NY campus Canon and its authorized dealer will be responsible for the following work regarding installation: Canon USA will provide the Installation and Training for the product at the designated installation sites and will make reasonable efforts to do so within 30 to 60 days after the date of delivery. Canon USA will perform the installation and will coordinate the date/time with the customer s OIT/Biomed and Facility Telehealth Coordinators.
