- FAR CLAUSES This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for quotations number is 70Z085-18-Q-P45L8500 and is issued as a request for quotations (RFQ). This is announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. The NAICS Code is 336611. All responsible sources may submit proposals that will be considered by the agency. the contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with the FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. Please provide a minimum of three examples of past performance. For purposes of evaluation and award, Past Performance is considered to be more important than Price. The United States Coast Guard Surface Logistics Center has a requirement for the following: Hydraulic Pump Overhaul Bosch Rexroth P AA4CSG 355 EP/30R-VRD850 PUMP AXIAL PISTON 4320-01-588-6101 References- United Stated Coast Guard Technical Publication 7225 Variable Pump Model A4CSG/EPG/30 Dated 30 October 2007 Rexroth Bosch Group, Axial Piston-compact unit AA4CSG (A4CSG) RA 92 105/05.04 Rexroth Bosch Group, Variable Pump A4CSG/EPG/30 NG/Size 250-355 RDE 92105-04-R/12.04 Repair Instructions General - Inspections, repair/overhaul and testing of the pump shall be accomplished in accordance with the Original Equipment Manufacturer (OEM) procedures, specifications, references and standard practices. The Contractor shall conform to all requirements specified throughout this specification during performance of this contract. In the event of a conflict between the text of this specification and the references cited herein, the text of this specification takes precedence. 1. Overhaul - The Contractor shall provide all labor and materials to perform the overhaul services as described below for the pump. 2. All replacement parts used in the overhaul shall be new OEM parts. Reclaimed, recycled or aftermarket parts are not acceptable and shall not be used. Commercial parts such as seals and ball/roller type bearings and couplings which are not manufactured by the pump or motor manufacturer shall be identified by their marking or through the use of the technical manual for identification purposes. Commercially available items such as these are generally interchangeable between different manufacturers and may be substituted as long as they are equal in all respects. 3. Where any carbon steel zirc fittings or pipe plugs exist, all items shall be replaced with a non-magnetic grade of stainless steel with red protective cap. Pipe plugs shall be installed with a non hardening thread sealer. 4. Pump Test-To ensure the pump turns freely, the pump shaft shall be rotated a minimum of five revolutions by the use of a strap wrench or other non- damaging tool. The Contractor QA representative shall inspect for smoothness of rotation and check for signs of binding, dragging, or unusual noises. The Contractor shall investigate any questionable test results and correct as necessary 5. The Contractor shall conduct a hydrostatic test of the overhauled pump using the OEM specified test fluid. The test shall be conducted to certify the integrity of the pump and seal area. The test shall be conducted at 150 percent of the maximum working pressure or mechanical seal rating whichever is less. The test shall be conducted for a period of thirty- (30) minutes and discontinued at any sign of leakage. The Contractor shall investigate and correct any leakage and retest the pump 6. Pump Configuration - The overhauled pump shall be delivered to the Coast Guard completely assembled and in a ready to operate condition and configuration. 7. Period of Performance 16JUL18 TO 27JUL18
