- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATION. This is a notice of intent to award a sole source contract out-of-scope modification under Federal Acquisition Regulation (FAR) 13.106(b) Soliciting from a Single Source. The reference contract is VA261-17-P-2400, for certified Diagnostic Medical Sonographer (Ultrasound) with subspecialty in Abdomen, Pelvis, and small parts. Network Contracting Office (NCO 21) plans on negotiating a short-term contract extension with the incumbent contractor, Anders Group, LLC, from July 10, 2018 through August 31, 2018, while it concurrently has an open solicitation, 36C26118Q0536, for a replacement contract to start September 1, 2018. Interested parties may identify their interest and capability to respond to the requirement or submit a quote. This notice of intent is not a request for competitive quotations. However, all quotes received by the appointed due date will be considered by the Government. A determination by the Government not to compete this extension of services is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirement is as follows: this is a medical staffing requirement and services are required beyond the initial period of performance until a replacement contract is in place. As a medical staffing requirement, background checks, credentialing, and VA-specific Rules of Behavior training are required prior to any contracted medical staff providing service. It may take between 2-3 months for these processes to occur. Based on these constraints, competition for continued service to begin July 10 is not feasible nor cost effective for competition. The solicitation for the replacement contract is currently posted on www.fbo.gov, and the Government anticipates the start date for the new contract will be September 1, 2018. Consequently, this sole source action is to extend the current contract until August 31, 2018 to avoid a disruption to medical staffing for VA Palo Alto Health Care System.
