- The Department of Veterans Affairs, Hudson Valley Healthcare System, Network Contracting Office 2 (NCO2) is hereby posting a pre-solicitation notice for 36C24218B0553 for project number 620-12-101 Steam System Phase VI at the Department of Veterans Affairs Medical Center, Hudson Valley Health Care System, Montrose Campus, Montrose, NY 10548. This shall be a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. As a result, all SDVOSB s may submit a Bid, which will be considered by the agency. This project is classified under NAICS Code 236220, and has a Size Standard of $36.5 million. The cost estimate range for this project is between $2,000,000 and $5,000,000. STEAM SYSTEM IMPROVEMENTS PHASE 6 AT FDR MONTROSE PROJECT # 620-12-101 STATEMENT OF WORK Background The project is the Sixth Phase of the major steam distribution system upgrade across the campus. It will continue the initiative from previous phases to upgrade and improve steam delivery system s effectiveness, reliability, and functionality. The existing steam distribution system on campus is over 55 years old and is in dire need of upgrade. This project addresses the problem by focusing on the mechanical rooms, where main steam and condensate handling equipment is located. Objectives The steam entry improvements into the mechanical rooms for buildings 3, 4 and 12 are in this phase of the overall campus upgrade. The steam for heat and hot water will be upgraded with new PRV stations to supply steam to radiators and heat exchangers for steam to heat water including storage tanks, pumps and condensate return system improvements. Also, the project will abate the asbestos insulation minimizing exposure of the health hazard for the working staff. Period of Performance The period of performance for construction shall be 420 days from award. Place of Performance / Place of Delivery The place of performance for this contract is VA FDR, Montrose. Scope The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the job for removal and installation of the new HVAC and domestic water systems and associated components on the new concrete pads as shown on the drawings and perform work specified herein and comply with VA specifications and VA regulations, procedures and conditions for work at the Medical Center and any applicable codes as per requirements of all governing agencies. Work shall be performed in Buildings 3, 4, and 12, work shall include but not be limited to; 1. Asbestos and lead abatement in service tunnels, Service Rooms and also Building 12 pump pit. 2. Reinsulate all abated piping for the protection of personnel. 3. Remove cork ceilings and mounting systems. 4. Remove loose and flaking paint from all walls, ceilings, floors in Buildings. 5. Install new lighting in Service Rooms, and Building 12 pump pit. 6. Remove all wiring and conduit, etc. associated with all lighting and mechanical items being removed. 7. Install new steam and condensate piping. 8. Install new pressure reducing stations. 9. Install new instantaneous plate and frame domestic water heaters. 10. Install new domestic water circulators. 11. Install new domestic water piping within Service Rooms, and pump pit. 12. Install new steam trap monitoring system. 13. Install new ventilation systems. 14. Insulate all new piping as outlined in specifications. 15. Clean walls, floors and ceilings in Service Rooms and pump pit and paint as specified, colors as selected by COR. Contractor will be responsible to coordinate and schedule work to minimize construction duration and shall be expected to plan work typically during duty hours of the Medical Center, other than utility ties-ins or work required in the COR s opinion to be performed during off duty hours. Construction Phasing will be required to ensure that HVAC and domestic water system(s) equipment, associated components; are installed, tested and ready for service at the time of shutdown for building tie-in. Maintain all access to and egress from the buildings at all times for facility s fire protection requirements and to meet the requirements of regulatory codes, laws, etc. All other details and information shall be contained in the solicitation which shall be posted on www.fbo.gov. The solicitation will be released on or about July 2, 2018. The response submittal address, date and time will be included in the solicitation. All prospective vendors must be currently registered in www.sam.gov, Dun and Bradstreet https://dnb.onelogin.com/login,and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
