- Description
- The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager Training Devices (PM TRADE), Product Director Digitized Training (PD DT) has a requirement to provide Post Deployment Software Support (PDSS)/Post Production Software Support (PPSS) for Targetry Range Automated Control and Recording (TRACR) software. In addition to maintaining and performing PDSS/PPSS on TRACR software, this requirement includes designing, implementing, integrating, installing, upgrading, and verifying various Target Modernization initiatives. The effort includes the software support, maintenance, and information assurance activities associated with, but not limited to, TRACR, TRACR Suite, TRACR Location of Miss and Hit (LOMAH), TRACR Ultra Lite (TUL), Advanced Crew/Collective Evaluator (ACE), After Action Review (AAR), Scenario Development Tool (SDT), Range Data Editor (RDE), and affiliated Computer Based Training (CBT) modules. The effort also includes: the integration of legacy target adapters; providing updates to the software based on new Army doctrine and new requirements from live training ranges; and synchronization with the Live Training Transformation (LT2) Product Line and the Consolidated Product-Line Management (CPM) Next/Plus contracts. Additionally, the effort includes the commoditization of TRACR, as well as providing training to government and industry partners on the set-up, deployment, and usage of the TRACR systems. The Target Modernization program is part of the LT2 product-line that is managed under the CPM construct. The various efforts and programs supported via this requirement must be synchronized across the individual PDSS/PPSS efforts and with the CPM construct. CPM is the focused effort of PM TRADE to carry out the mission of managing the configuration baseline throughout the total life cycle to ensure that the integrity of the affected product-lines remain aligned with the development and advancements within on-going acquisition contracts. To ensure consistent performance across systems and products within the product-line over time, it is imperative that life cycle functions align with the overarching product-line management approach. It is anticipated the aforementioned TRACR requirements will be fulfilled via a single-award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. Upon contract award, two orders will be issued for a) PDSS/PPSS and b) TRACR System Deployments. After award, additional requirements within the scope of the Base ID/IQ contract will be issued as needed. It is anticipated the TRACR Plus RFP to be released 4Q FY18, with award taking place 2Q FY19. The following draft documents have been posted for industry review and comments: TRACR Plus Base PWS TRACR Plus PDSS/PPSS PWS (TO 0001) TRACR Plus System Deployments SOW (TO 0002) The listed requirements documents are DRAFT only and do not constitute the final PWS/SOW for the TRACR effort. The posted documents are for informational purposes only. This posting is NOT a Request for Proposals (RFP) to be submitted for the TRACR requirement. This posting does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this posting. No funds are available to pay for preparation of responses to this posting. Any information submitted by respondents to the posting of the listed draft requirements documents is strictly voluntary. Please submit any comments or questions pertaining to the draft TRACR requirements documents to matthew.j.edson.civ@mail.mil.
