- 1 PRE-SOLICITATION NOTICE The Department of Veterans Affairs, National Cemetery Administration (NCA), intends to solicit proposals from contractors in the Pacific District area to provide Grounds Maintenance services under an Indefinite Delivery Contract (IDC) for the following Cemetery location: Tahoma National Cemetery 18600 SE 240th Street Kent, WA 98042 The VA anticipates issuing a Combined Synopsis/Solicitation for this requirement on or about July 26, 2018. Proposals will be accepted for approximately 20 days commencing with the issuance date of this solicitation. Interested Offerors will be responsible for downloading copies of the solicitation and any subsequent amendments) from the Federal Business Opportunities (FBO) website, as no hard copies will be made available. This solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in this solicitation on the FBO website (https://www.fbo.gov) so that they are notified of the issuance date of it. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in Veterans Information Pages (VIP) VIP registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) database (when applicable), under the applicable North American Industry Classification System (NAICS). Contractors may obtain SAM information at https://www.sam.gov and Veterans Information Pages (VIP) information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must have a current registration in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no IDCs can be awarded to any offeror not registered in SAM. NAICS Code is 561730, Landscaping Services with a Small Business Size Standard of $7.5 million. The classification code is S208 -Housekeeping/Landscaping/Groundskeeping. The solicitation will be issued as a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. Multiple awards are/are not anticipated and will be made on an as needed basis. All responsible sources may submit proposals for consideration by the National Cemetery Administration Contracting Service. Services include but may not be limited to: Turf Renovation Turf Maintenance Turf Fertilization Turf Aerification Pest Control Mowing, Edging and Trimming Tree and Shrub Maintenance Wetland Maintenance Stormwater and Drainage System Maintenance Trash and Debris Removal Pavement Maintenance Structure Maintenance (Columbaria, Entry Gates, etc.) All work shall be performed in accordance the Statement of Work, National Cemetery Administration National Shrine Commitment Operational Standards and Measures and VA/Cemetery Handbooks as outlined in the Solicitation. The period of performance will be October 1, 2018 through September 30, 2019 with four (4) one-year Options through September 30, 2023, if exercised.
