- DCOD Sources Sought Notice of Intent: The Army Contracting Command-Aberdeen Proving Ground, Huachuca Division (ACC-APG, Huachuca Division) intends to issue a sole source modification award to Vectrus Systems Corporation, 655 Space Center Dr, Colorado Springs, CO 80915 to support of the integration of Defense Cyber Operations Defensive (DCOD) support services under United States Army Regional Cyber Center - Southwes Asia (USARCC-SWA) responsibility and management into the existing Operations, Maintenance and Defense of Army Communications (OMDAC) in Southwest Asia and Central Asia (SWACA). The modification supports the 160th Signal Brigade and its subordinate battalions' missions in support of the U.S. Army Forces, US Army Central (ARCENT) and U.S. Central Command (CENTCOM) mission for their areas of responsibility. This modification facilitates the 160th Signal Brigade's mission and responsibilities by providing more efficient operations in the Area of Responsibility (AOR). This action is being processed in accordance with FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements in accordance with FAR Part 15, Contracting by Negotiation, as the Government has immediate need for continuity of services and delay in award of this modification will result in serious injury, financial or other, to the Government. The resultant modification will contain a Period of performance forecasted to begin 3 September 2018 through 30 November 2018 for the DCOD support services. A justification for sole source has been prepared in support of this acquisition and will be posted no more than 14 days after modification award. This sole source action provides for the continued support of the DCOD services for the protection, monitoring, analysis, detection, and response to unauthorized activity within the Department of Defense Information Systems and Networks. The DCOD services are required to defend against unauthorized activity on all Army assets residing on the NIPRnet and SIPRnet networks. This includes activities from simple external hackers who may attempt to gain unauthorized access, insider threats attempts for unauthorized access, and policy violations that may affect network security operations. Integration into the OMDAC-SWACA contract provides the most efficient and best value to the Government in ensuring all Army communications networks are protected and administered seamlessly within the region.
