Attachment 5 Performance and Spec Guidelines CS-T019-FEB-2018 Attachment 4 - MEOLUT Site Info Attachment 3 Labor Hour Breakdown for Optional CLINs Attachment 2 - Past Performance Questionnaire Attachment 1 Statement of Work Request for Proposal An amendment to the RFP is planned within a week of RFP issuance to add language in the SOW for the Operations and Maintenance requirements. In order to provide the maximum time for offerors to prepare quality proposals, the RFP is hereby issued. Offerors are reminded to notify the Contracting Officer within 6 days of RFP issuance if they desire to attend the site visit. Any contract award must be made this fiscal year, therefore, we do not anticipate any requests for extension of proposal submission dates to be granted. The contractor will develop and build an operational ground station, in the Southwest United States, at a site Holloman AFB, New Mexico, (32 53' 17"N, 106 6' 15"W) that tracks Global Navigation Satellite System (GNSS) satellites (e.g., GPS-USA, Galileo-European Commission, Glonass-Russian Federation, Beidou/Compass-China) operating in Medium Earth Orbits (MEO). Operationally, this ground station will receive, process and relay 406 MHz distress beacon signals from those tracked MEO satellites to the US SARSAT program's Mission Control Center (USMCC), via US Government provided communication links, for valiThe Government has provided the site information necessary to submit proposals in Attachment 4 - SUSA MEOLUT SITE INFORMATION. Should any Offerors decide that they want to see any, or all sites, Offerors must request such site visits in writing to the Contracting Officer, Michael Blumenfeld, no later than six (6) calendar days after the solicitation is issued. The Government will make every effort to ensure Offerors are given access, as necessary, to be conducted no later than six (6) calendar days before the offers are due. Any requests for site visits shall NOT be adequate reasons to extend the solicitation response date.dation and distribution to rescue authorities. This ground station will be referred to as the National Oceanic and Atmospheric Administration's (NOAA) Southwest USA Medium-Earth Orbiter Local User Terminal (SUSA MEOLUT), and will be an integral part of current MEO-based ground system operated by the US SARSAT program's USMCC. The SUSA MEOLUT must also be capable of calculating the locations of interfering (i.e., non-distress) signals operating in the 406.0 to 406.1 MHz band in near real-time. The SUSA MEOLUT will be required to work in conjunction with the 2 currently operational NOAA MEOLUTs, located at the USCG COMMSTA Honolulu and the USCG COMMSTA MIAMI, and is expected to be an operational part of the NOAA SARSAT system on a 24/7/365 basis. The overall purpose of the MEO system is to provide distress alert and location data for search and rescue (SAR) authorities in near real-time, using spacecraft and ground facilities to detect and locate earth position of the signals from the 406 MHz distress beacons. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.
