NIH Library Automation Software Sources Sought PDF Sources Sought Notice/ Notice of Intent # HHS-NIH-OD-OLAO-SS-LibraryAutomationSoftware07-03-18 This is NOT a solicitation for proposals, proposal abstracts, or quotations. This pre-solicitation, sources sought/notice of intent that is being conducted in part as a market survey to find other qualified organizations that could fulfill this requirement apart from Ex Libris (USA). Small business concerns, 8(a) small businesses, Woman-owned, small disadvantaged businesses, HUBZone small businesses and Service-disabled Veteran small business concerns with the appropriate corporate infrastructure and operational capabilities to adequately provide the services described in the Statement of Work should respond to this notice. The intended procurement will be classified under NAICS 511120. If no other qualified providers can be located, the National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate on a sole source basis with Ex Libris (USA) Inc.'s for their Alma/Primo database, pursuant to Federal Acquisition Regulation FAR) 6.302-1. This procurement will provide software to manage the corpus of scholarly journals and databases held by the NIH Library and provide NIH staff with efficient access to these resources. The Alma/Primo database contains nearly 3 million journal title records and nearly 18 million eBook title records, allowing the NIH Library to choose and customize from an authoritative list of eBooks and journals. This service will allow NIH users to update or add a record in one place and automatically have that information immediately available for end-user search and discovery. BACKGROUND A.Background Information The NIH requires a vendor that provides online access to Alma/Primo that provides desktop access to the scholarly literature which is one of the core services of the library to the NIH research community. OBJECTIVES This procurement will provide software to manage the corpus of scholarly journals and databases held by the NIH Library and provide NIH staff with efficient access to these resources. Respondents should email their organization's capability statements to the address below by Monday July 16, 2018 @ 10:00AM. No proprietary, classified, confidential, or sensitive information should be included in your response. "The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)." This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public on FEDBIZOPS. However, responses to this notice will not be considered adequate responses to a solicitation. Point of Contact: Sharmaine Fagan-Kerr, Contracting Officer, Phone: (301) 594-3744 STATEMENT OF WORK PROJECT TITLE:Alma/Primo Library Platform I.Services to be performed A.General Requirements 1.Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, materials, equipment and facilities needed to perform the Statement of Work below. 2.All work under this contract shall be monitored by the Project Officer. B.Specific Requirements Ex Libris' Alma/Primo provide the following unique features: 1.Unified library services platform, managing print, electronic, and digital materials in a single interface. 2.Alma Central Knowledge Base is the largest in the industry, containing over 20M records of journals, articles, books, and book chapters that are updated weekly. 3.Alma's knowledgebase is integrated across the resource management interface, the circulation (front desk) interface, and the link resolver interface, dramatically reducing rekeying and data entry errors. 4.Primo is the public-facing search portal for the internal Alma service and provides seamless access to licensed resources, filtered by requestor's IP address. Search results can be refined by library, resource type, publication date, subject, and link to the full text on the publisher's site. 5.Primo enables end users to log in with NIH credentials, access and manage their library accounts, save searches, generate citations, and perform other research activities. 6.Primo can be integrated with other service providers including BrowZine to provide rapid access to the table of contents and journal cover image of the article in the search results. 7.Alma and Primo also provide robust API access to the services, allowing easy integration into our Drupal-based library website, integration of pricing information from our Prenax subscription agent contract, and regular download of our COUNTER-compliant usage data through the SUSHI protocol. 8.Robust data manipulation and retrieval is available via the Oracle Business Intelligence Analytics platform which can be leveraged for data-driven decision making. Specifically, the contractor shall: 1.Provide the NIH staff served by the NIH Library (DLS) electronic access to Alma/Primo through the Internet. Access to Alma will use NIH-managed authentication. NIH & HHS staff served by the NIH Library will access Primo anonymously or using NIH-managed authentication. 2.The contractor will upgrade the web platform as needed to enhance or improve the functionality of the platform at no additional cost. 3.The contractor shall provide maintenance service in the form of periodic software updates and technical help support as part of the base price for the database and interface. Technical help support should be available Monday through Friday during normal business hours. 4.The contractor shall also provide documentation and training materials as appropriate. Training material may be modified to suit the needs of NIH. C.Government Responsibilities 1.The Government will be responsible for providing the hardware and networking necessary to provide web connectivity with the website. 2.NIH will be responsible for creating a system to validate security for entrance into the website. 3.Upon signature by the Government, the contractor license agreement will be incorporated into the contract. D.Reporting Requirements and Deliverables 1.The contractor shall ensure the web platform is available 24 hours a day, seven days a week, 365 days a year with an unscheduled downtime rate not to exceed 1%. Notification of scheduled downtime shall be provided one week in advance at a minimum and will be scheduled in low use periods-between midnight and 6:00 am EST Monday through Friday or 6:00 pm and 6:00 am EST on weekends. Technical Evaluation Criteria. Criterion I: Technical Approach A. Demonstrated understanding of the requirements as supported by the offeror's methodology/approaches, and scheduling. This includes, as detailed in the SOW, a demonstrated integration of back-office resource enablement with front-end discovery system, sufficiently robust knowledgebase to adequately cover the breadth and depth of resources available through the NIH Library, ability to expose and limit access to licensed resources through multiple accounts by IP and SAML, integration with Browzine, COUNTER, SUSHI, and Prenax, and robust back-end data manipulation using an advanced database analytics tool. Criterion II: Corporate Capability A. Offeror's demonstrated ability to provide a unified library services platform, centralizing and streamlining management of a research library's print and digital scholarly resources including journals and books. B. Offeror's demonstrated experience in providing a fully functional and comprehensive web-based serial and book knowledgebase. C. Offeror's demonstrated capacity to tailor the service to meet the varied needs of NIH. (10) Criterion III: Experience A. Demonstrated ability to perform successfully in similar institutions, i.e. large academic research institutions (Carnegie Research Extensive Institutions) or other federal government libraries with journal collections of similar, or larger, size, format and subject matter. Criterion IV: Key Personnel A. Qualifications and experience of offeror's technical and project management personnel who will be responsible for the professional quality and technical accuracy, and for the coordination, of all facets of work resource management, link management, and discovery services. b.
