- RFP 72044018R00006 USAID/Vietnam Strategic Information Systems Strengthening Activity Subject: Request for Proposal (RFP) No. 72044018R00006 USAID/Vietnam - Strategic Information Systems Strengthening Activity Dear Prospective Offerors: The United States Agency for International Development (USAID) is seeking proposal from from qualified local Vietnamese organizations to achieve the objectives set forth in the attached Request for Proposal (RFP). USAID anticipates awarding USAID/Vietnam anticipates awarding one Firm Fixed Price contract with a period of performance of five (5) years. The competition under this solicitation is limited to local Vietnamese entities in accordance with Section 7077 of Public Law 112-74, as amended by Section 7028 of the Consolidated Appropriation Act (P.L. 113-76) titled "Local Competition Authority." For the purpose of this solicitation, local entity means an organization that: (1)Is legally organized under the laws of Vietnam; (2)Has its principal place of business in Vietnam; (3)Is majority-owned by individuals who are citizens or lawful permanent residents of Vietnam or is managed by the governing body, the majority of whose members are citizens or lawful permanent residents of Vietnam; and (4)Is not controlled by a foreign entity or by an individual or individuals who are not citizens or permanent residents of Vietnam. The term "control" or controlled by" in the above definition means having a majority ownership or beneficial interest, or the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization's managers or a majority of the organization's governing body by any means, e.g., ownership, contract, or operation of law. The term "foreign entity" means an organization that fail to meet any part of the "local organization" definition. Please note that offerors must be registered in the System for Award Management (SAM) in order to do business with the U.S. Government. A successful registration in SAM means that the offeror has obtained a DUNS number and has secured an NCAGE number. Please refer to Attachment J.4 for further instructions. USAID reserves the right to amend or rescind this solicitation at any time. If substantive questions are received which affect the response to the solicitation, or if changes are made to the closing date and time, as well as other aspects of the RFP, this solicitation will be amended and amendments to this solicitation will be issued and posted on the Federal Business Opportunities (FBO) website (http://www.fbo.gov). If your organization decides to submit a proposal in response to this solicitation, it must be submitted in accordance with Section L - Instructions, Conditions and Notices to Offerors. USAID intends to evaluate the proposal in accordance with Section M - Evaluation Criteria. Sections B through I of the solicitation will become a substantive part of the anticipated contract with areas to be completed by the Contracting Officer upon award. Section K - Representations, Certifications and Acknowledgements must be completed by the Offerors in full. Please note the requirement for Certified Cost or Pricing Data. Questions and Proposals must be submitted only electronically via e-mail on or before the due dates stipulated above, to Gregory S. Wang at: gwang@usaid.gov and Nalinee Wichetthumsak at: nwichetthumsak@usaid.gov and must conform to all requirements outlined in the solicitation. USAID reserves the right to award the contract subject to availability of funds. This solicitation in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of the proposal.
