- The Centers for Disease Control (CDC) / National Institute for Occupational Safety and Health (NIOSH) /Health Effects Laboratory Division (HELD) in Morgantown, WV, intends to award a sole source firm fixed price purchase order to Atlas Material Testing Technology (AMETEK) of Mount Prospect, IL. CDC- NIOSH intends to purchase the following AMETEK products: (1) Suntest XLS+ 50/60Hz WB300-800nm weathering machine; (2) Daylight Glass Filter 300nm UV XLS+II/XXL; (3) Specimen Spray Unit SunSpray XLS+; (4) SunCool XLS+ (II), and (5) Sensor Upgrade - CHT/RH. All items are distributed directly by the manufacturer. NIOSH is collaborating with BASF SE to test materials (pure polyurethane [PU] and PU with 3% and 5% graphene) by characterizing the aerosolized particles from industrial applications along with different weathering conditions. Because BASF SE has previously tested the materials with Suntest XLS+, using the same equipment is necessary for scientific consistency. The Suntest XLS+ allows NIOSH researchers to set up different weathering conditions of temperature (from 10 or 15 degrees Celsius [depending on the lab environment] to 100 degrees Celsius), relative humidity (from 0% to 100%) and irradiance controls ranging from 300-800 nm. The Suntest XLS also has unique features that enhance the research process, such as an immersion option, auto-start function, touchscreen option, and the display of test parameters. This Procurement is for Commercial Items as defined by FAR Parts 2 & 12. This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). The NAICS code for this action is 334516 and the small business size standard is 1000 employees. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 10 days of the issuance of this notice will be considered by the government. Responses must include the DUNS of the company, and registration in the System for Award Management (SAM) will be required to be considered for award. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
