- The Industry Communication Plan is a guideline established for Naval Air Systems Command (NAVAIR) program and competency teams to more effectively communicate with Industry partners. The plan is intended to make communication methods/procedures more predictable for all parties and to achieve more effective competitive procurements in support of the warfighter. Solicitation #: N00421-18-R-0054 Naval Air Warfare Center Aircraft Division Production Contract Notification of Intent This announcement constitutes an informational notice for planning and informational purposes. This is NOT a Request for Proposal (RFP). NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. INCLUSION OF PROJECTS IN THIS NOTICE DOES NOT GUARANTEE THEY WILL RESULT IN A RFP. PURPOSE This informational notice does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotes (RFQ), or an indication that the Government will contract for any of the items and/or services contained in this notice. The Government is seeking to provide information to help industry plan to support this potential requirement and to help the Government finalize the requirements based on vendor information. Solicitation documentation is currently being developed. Information contained herein is based on the most current/accurate information available at the time of publication, is subject to revision, and is not binding upon the Government. REQUIREMENT AIRWorks, on behalf of the Naval Air Warfare Center, Aircraft Division (NAWCAD), is currently in the market research phase of establishing a contract vehicle to support full rate production and installation of aircraft components, systems, and modification kits that have been developed by the Government or through contracts under which the Government has obtained the appropriate data rights for third party competition. The primary focus of this vehicle will be on mission systems related requirements. The AIRWorks team is evaluating potential solutions to meet this recurring command requirement, including the establishment of a multi-lot, multi-billion dollar, multiple award contract vehicle. Evaluation of the recurring requirements has established that efforts of this nature require the same common core capabilities across industry with limited tailoring based on scale, scope, and/or complexity. The notional scope of the contract under consideration may include: •· Full rate production of mechanical and electrical components •· Modification / upgrade of mission systems and components •· Installation / modification of aircraft and related systems at Government facilities •· Installation / modification of aircraft and related systems at Contractor facilities •· Kitting and Inventory distribution of produced kits •· Logistics Support •· Obsolescence Engineering Services •· Ancillary services The Government is considering the following Lot Designations: Lot I: Mission Systems Avionics Production Requirements Scope: Full rate production of avionics components that have been developed by the government or developed under contracts with the appropriate data rights for third party production. This would potentially include mission systems computers, processors, displays, sensors, communication equipment and other avionics components. Lot II: Aircraft Component and Modification Upgrade Kits and Installations Scope: Full rate production of components, systems, kits and installation of those items into the associated platforms. The primary focus is on aircraft modification components and kits such as aircraft structural components, electrical cable harnesses and wiring assemblies, equipment mounting provisions and control panels. It is the intent of the Government over the next several months to solicit input from industry on this requirement. There are currently no projected dates available for any potential contract milestones or solicitation release. It is the intent of the Government to release a Sources Sought in the late July timeframe. Additionally, the Government is hosting an Industry Day Event on Tuesday, July 17, 2018 from 08:00-10:00 to discuss this requirement at the Southern Maryland Higher Education Center: 44219 Airport Road, California, MD 20619. The intent of this event is to review the state of the requirement, to review the Sources Sought response content to assist industry in their responses, and to conduct one on ones as part of market research. The opportunity for industry to participate in one on ones with the Government following the group presentation will be available if requested by vendors in advance. The one on ones will be limited to 20 minutes maximum per vendor. Due to space limitations, the Government is requesting that interested vendors keep their attendee group size to four or less. RESPONSE SUBMITTAL INSTRUCTIONS Interested vendors are not required to provide a response to this notification. However, interested vendors to attend the Industry Day event on Tuesday, July 17, 2018, shall provide an intent to attend notification, as well as any one on one requests. Feedback, intent to attend notification, and requests for a one on one time slot shall be sent via email to AIR-2.5.1.6 Procuring Contracting Officer, Thomas Conrow, at thomas.conrow@navy.mil ; and to AIR-2.5.1.6 Datadi Davis, at datadi.davis@navy.mil for consideration. Intent to attend notifications and one on one requests must be submitted by July 13, 2018, 16:00 EST. For one on one requests, vendors will need to provide the Company name / Attendee(s) names and positions, and Point of Contact information. Please label the subject line of the emails as follows: •· Feedback: "Feedback requested for _________" (input vendor name) •· Intent to Attend Notification: "Intent to Attend for ________" (input vendor name) •· Request for One on One: "One on One for _________" (input vendor name) Summary The information provided in this Notification of Intent is subject to change and is not binding by the Government. NAVAIR has not made a commitment to procure any of the items discussed, and release of this notification should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions made by vendors become Government property and will not be returned.
