Description

The U.S. Secret Service intends to negotiate a firm fixed price, commercial contract on a sole source basis with Johns Hopkins University Department of Emergency Medicine for medical direction and to provide an emergency physician to travel internationally and domestically to provide medical support services to USSS personnel and personnel under its protection. The government intends to negotiate a contract for a base year and four one-year options to cover the USSS requirement. This notice is neither a request for proposal nor a solicitation of offers. The Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed requirement, on a full and open competitive basis upon receipt of responses to this notice, is solely within the discretion of the Government. No formal solicitation package is available. THIS IS NOT A REQUEST FOR A COMPETITIVE PROPOSALS. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Government's requirements and that competition of the requirement would be advantageous to the Government. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee that this requirement will be become a competitive procurement. Any response to this notice must be submitted to the contracting officer identified herein no later than Monday, July 16, 2018 at 10:00am Eastern. After which time, a sole-source contract with John Hopkins Emergency Medicine will be issued.
