- Statement of Work for Automated Data Processing Applications Coordinator (ADPAC) and Laboratory Information Manager (LIM) Tasks DESCRIPTION/SPECIFICATIONS/TECHNICAL EVALUATION PLAN SCOPE OF PROCUREMENT: Desired work included in this contract is to interface laboratory tests in the Alaska VA Healthcare System (AVAHS) referral test database to the referral testing laboratory such that individual tests or test panels ordered and accessioned at the AVAHS will transmit to the referral lab and the completed/verified will transmit from the referral lab back to the AVAHS patient electronic medical record (EMR). The contractor will communicate with the referral laboratory resource team to accomplish the conversion. Throughout this contract this work will be referred to as the referral project. The referral project must be completed no later than December 31, 2018 or TBD at a later date. There is a financial incentive for the government to have the referral project completed by June 30, 2018. The contractor may earn an incentive bonus for completing the referral project before the TBD. The bonus incentive will decrease each month that the referral project is incomplete until December 2018. Desired work in this contract is to interface tests in the AVAHS on-site test database to newly installed analyzers such that individual tests or test panels ordered and accessioned at the AVAHS will transmit to the lab analyzer and the result(s) will transmit from the lab analyzer back to Veterans Health Information Systems Technology Architecture (VistA) where it will be reviewed and released to the AVAHS patient EMR. Desired work included in this contract is to build new test files for referral and on-site tests in the VistA database when required, i.e., when test methods are not translatable to the referral lab or to a new analyzer or when an entirely new test is developed and needs to be added to the database. New test builds require entering code into approximately 100 fields in VistA FileMan files. Travel to the AVAHS Laboratory intermittently as required to arrange interface connections, build tests into the workflow, and to work with local referral Laboratory technical specialists on the transmission of Laboratory data. The contractor must use the Logical Observation Identifiers Names and Codes (LOINC) and the Laboratory Electronic Data Interchange (LEDI) which are established languages and code systems for test transmission through the VA HL7 interface system and through the 3rd party interface system purchased from Data Innovations (DI), Inc. The contractor is responsible for maintaining required VA Talent Management System (TMS) training and VetPro credentialing required to maintain a current Personal Identity Verification (PIV) card. The contractor is eligible to telework. If this option is invoked the contractor will provide all necessary equipment, software, connectivity, and communication devices required to perform the work from a remote location. The contractor must be a certified Medical Technologist (MT) as described by the VA Handbook 5005/72, Part II, Appendix G24, May 12, 2014, Medical Technologist Qualification Standard, GS Series 0644. The contractor must have experience configuring test files in VistA FileMan. The contractor may hold another full time equivalent (FTEE) position with the VA and moonlight under this contract as long as the following requirements are met: The employee/contractor s supervisor along with their legal ethics point of contact (POC) need to approve the dual duty The individual cannot use equipment or space or time related to their VA employment in the performance of their contractor duties There must be complete separation of employment tasks and contracted tasks such that the AVAHS files are not part of their employee duties. It is the responsibility of the contractor to identify how they will comply with the above, 1.1.10.1 thru 1.1.10.3. The contractor will communicate ongoing work and send documentation through Outlook e-mail. Contractor will submit invoices on a weekly basis. DEFINITIONS: VA FileMan: applications data storage structure and database management system for VA VistA Referral Lab: Laboratory providing diagnostic patient specimen testing that is not performed by the AVAHS Lab Interface: the route along which information flows through electronic pathways from one device database to another TEST LIST: Refer to Attachment A: Referral Project Test List for a current list of referral tests arranged in descending order from the most frequently ordered tests to the least. There are 385 tests on the list however some are panels which require multiple LOINC connections. Special referral test requirements: Work on the test list will proceed from the high-volume tests to the low volume tests Electronic orders will be placed on dummy patients in VistA real patient orders/specimens will not be used to set up the interface Work will proceed in association and communication with the referral laboratory implementation team professionals On-site test interface requirement includes: Hematology analyzer installed in March 2018 build a new Hematology analyzer interface connection. There are 30 tests that require orders portability and results return. Chemistry analyzer a contract is expected to be awarded with installation of a new analyzer requiring an interface system within the year. There are 100 tests currently interfaced through the Chemistry system. The new system will require orders portability and result return. New test builds based on historical experience occur at least 50 times per year. An example of this is the HIV directive of March 2018 which required all VA laboratories to update test method to generation IV in order to be compliant with the CD recommended guidelines. The AVAHS must maintain order operability and result return for test method changes, but is unable to perform the tasks without an ADPAC/LIM. GENERAL REQUIREMENTS: Work must be performed according to the scope of procurement and is on-going. The contractor takes direction from the Chief of the Laboratory and Radiology Services and the Laboratory Ancillary Testing Coordinator and Quality Manager (ATC/QM). The contractor may perform work on any day and during any hours desired. TERM OF THE AGREEMENT: The contract period of performance is 1 base year and 4 option years. Due to the vital nature of the work, option years may be exercised until the AVAHS has recruited an on-station ADPAC/LIM FTEE. OPERATIONAL AND TECHNICAL FEATURES: Precise language and specific processes in the management of data files, connectivity to sites, and interfacing electronic data flow must be applied in this work.
