- Description
- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background The National Institutes of Environmental Health Sciences (NIEHS) is seeking capability statements from qualified small businesses to supply barrier reared and maintained rabbits, rats, mice, hamsters, gerbils, and guinea pigs to the Comparative Medicine Branch (CMB), of the Animal Resources Section (ARS) at the NIEHS. The intended procurement will be classified under North American Industry Classification System (NAICS) code 112990, All Other Animal Production, with a size standard of $.75M. The purpose of the procurement is as follows: 1) Provide an efficient and cost effective centralized purchasing mechanism that can maintain uninterrupted support of the research animal needs of NIEHS intramural investigators; 2) Provide monitoring and oversight of the genetic quality and health status of research animals introduced into the NIEHS animal facilities; 3) Provide monitoring and oversight of the genetic quality and health status of NIEHS-owned research animals housed and maintained offsite at the commercial contractor's facilities; 4) Maintain compliance with various federal, state, local laws and NIH & NIEHS regulations affecting the use of laboratory animals; and 5) Ensure that NIEHS Principal Investigators and the Comparative Medicine Branch have authorized the placement of individual animal procurement requests. The successful Contractor shall furnish the following: various strains and stocks of barrier reared and maintained rats, mice, hamsters, gerbils, guinea pigs and rabbits which meet specific species, strain, health status, sex, age, weight, and/or pregnancy requirements, blood, tissues, organs and other biological specimens, surgical and technical procedures to include embryo cryopreservation and rederivation, and quarantine services, shipping crates and containers. The Contractor shall be regularly engaged in the breeding, raising, and shipping of the animals described. The animals, tissues, organs, and blood or serum supplied under this contract shall be maintained and collected in the Contractor's facilities. The Contractor shall operate any and all proposed facilities for services related to rederivation of animal models for the elimination of the vertical and horizontal transfer of pathogens, parasites and other undesired organisms, and the cryopreservation of mouse and/or rat embryos. The Contractor shall have established health surveillance and disease control programs developed, administered, and directed by a veterinarian who is board certified or eligible for certification by the American College of Laboratory Animal Medicine. Mandatory Criteria The contract will be conducted in compliance with the Public Health Service (PHS) Policy on Humane Care and Use of Laboratory Animals, the Animal Welfare Act Regulations and the current edition of the "Guide for the Care and Use of Laboratory Animals", and all local, state, or federal regulations. The Contractor shall have a PHS Assurance from the NIH Office of Laboratory Animal Welfare (OLAW) at the time of contract award, and shall be accredited by the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC). If animal species regulated by the United States Department of Agriculture (USDA) are involved, the contractor shall be registered with the Secretary of Agriculture of the United States in accordance with the following Federal regulations 7 U.S.C 2136 and 9 CFR sections 2.25-2.28 respectively. In addition, the Contractor shall comply with all applicable laws, regulations and standards governing animal welfare while performing under this contract. All facilities, practices and procedures of husbandry, care and maintenance of animals used in the performance of this contract shall be in accordance with the current edition of the "Guide for the Care and Use of Laboratory Animals." Animal experimental protocols approved by the Contractor's Institutional Animal and Use Committee (IACUC), shall be deliverables to the NIEHS Contracting Officer Representative (COR) prior to the commencement of work. Anticipated Contract Type The Government anticipates making up to four (4) individual awards for this requirement. The award type is anticipated to be an Indefinite Delivery, Indefinite Quantity (IDIQ) type contract with a one-year base period of performance, with four (4) one-year option periods. The planned release date of the solicitation document is on or about July 20, 2018, with a due date of August 20, 2018. The planned contract award date is approximately December 10, 2018. Capability Packages Interested firms must provide a capabilities package that includes a comprehensive listing of the animal species/strains available to the Government. Inclusion of a copy of the firm's current commercial catalog should meet this requirement. Additionally, capabilities packages must also include: 1) DUNS number; 2) organizational name, address and point of contract; 3) business size pursuant to the assigned NAICS code; and 4) socio-economic status pursuant to the applicable NAICS code. Indicate any teaming arrangements in your response. Capability statements must be submitted electronically to filardok@niehs.nih.gov. Responses are requested on or before July 13 at 4:00pm EST. Documents submitted by mail received after the due date may not be included in the development of the solicitation. However, responses to this notice will not be considered adequate responses to a solicitation.
