Description
SOURCES SOUGHT: This is a Sources Sought Notice for potential offerors to support the U.S. Bureau of Reclamation for the Pacific Northwest Regional Office in Boise, Idaho. This is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB) and DOES NOT serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for any costs associated with preparation of their responses. This is a Request for Information only. The U.S. Bureau of Reclamation (USBR), Pacific Northwest Regional Office is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential firms licensed in the state of Idaho who are Architecture-Engineer(AE) contractors. The Government is contemplating an Indefinite Quantity Indefinite Delivery contract vehicle for this requirement. NO SOLICITATION IS CURRENTLY AVAILABLE. If a solicitation is issued, it will be announced on Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. PROJECT DESCRIPTION The Bureau of Reclamation (Reclamation) has initiated a feasibility study to explore potential increased surface water storage opportunities behind Anderson Ranch Dam, which is within the Boise River System in Southwestern Idaho. Additional storage would enhance long-term water supply for irrigation, domestic, industrial, and municipal needs while continuing to meet endangered species, power generation, and flood risk protection needs. Reclamation is seeking qualified and experienced contractors capable and experienced in performing a feasibility study analysis and documentation. Example of the work require is listed below: Assumes Reclamation will complete analysis of initial reservoir rim impacts resulting from a potential six-foot dam raise, and make it available to the contractor Assumes Reclamation will complete feasibility level dam design and cost estimate, and make it available to the contractor Develops non-structural alternative Compares the following alternatives: six-foot raise of Anderson Ranch Dam; non-structural alternative (to be determined); and no action Includes interagency work and requires communication and coordination with Federal and state agencies, as well as area interest groups (environmental, irrigation districts, etc.) Completes work expeditiously; requires lots of concurrent, fast-tracked activities involving multiple professional disciplines Performs feasibility level design and cost estimates associated with necessary mitigation of impacted reservoir rim lands, structures, infrastructure, and real estate Conducts trade-off and financial analyses of recommended alternative, and develops economic feasibility report Prepares a Draft and Final Feasibility Report Prepares a Draft and Final Environmental Impact Statement (EIS); the analysis in the EIS shall be of sufficient detail to be used for consultation for the Fish and Wildlife Coordination Act, Endangered Species Act, National Historic Preservation Act, and be used to obtain all necessary Army Corps permits Provides meeting facilitation and public involvement assistance Requires completion of feasibility study report and Environmental Impact based on Notice of Intent Contract and task order(s) to not expected to exceed $4M; there is a high expectation that multiple task orders will need to be performed concurrently and completed within deadlines given in the task order. High level requirements of study: Increase reservoir storage capacity for agricultural, municipal and industrial, and environmental purposes, to help meet current and future water demands, with a focus on raising Anderson Ranch Dam approximately six feet Maintain water and power deliveries in a safe manner Comply with environmental standards Maintain a risk neutral state from a Reclamation Safety of Dams perspective Maintain or decrease flood control risk All responsible sources may submit a capabilities statement detailing the ability of their service to meet the above. Responses to this Sources Sought Notice are due no later than JULY 13, 2018. Responses shall be sent via email to the Contacting Specialist, saiken@usbr.gov.
