- Attachment 0002 Pricing and Delivery Exhibit A Technical Requirements Solicitation SPRBL1-18-R-0053 DLA Aberdeen is issuing a Request for Proposal (RFP) SPRBL1-18-R-0053. This Request for Proposal (RFP) will result in a Five (5) Year Firm-Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the purchase of six (6) National Stock Number parts (NSNs). Offers will be evaluated on a CLIN-by-CLIN basis and this solicitation may result in the award of more than one contract, however only one awardee will be selected per CLIN/NSN. For more information, refer to 3. Awards to More than One Contractor. This solicitation is a one-hundred (100%) small business set-aside. Refer to FAR 52.219-6 Notice of Total Small Business Set-Aside. See Attachment 0002, Pricing and Delivery Spreadsheet, Tab: NSN & Part Numbers, for the list of the six NSNs. This acquisition is issued Unrestricted with Other Than Full and Open Competition, and is being conducted under Federal Acquisition Regulation (FAR) Part 15 procedures. INTERNATIONAL TRAFFIC IN ARMS REGULATIONS This acquisition is issued Unrestricted with Other Than Full and Open Competition, and is being conducted under Federal Acquisition Regulation (FAR) Part 15 procedures. The technical data package (TDPs) for this NSN is subject to the International Traffic in Arms Regulations (ITAR). All technical documents for SINCGARS include but not limited to, test plans, test reports, drawings and specifications contains information that is subject to the controls defined in the International Traffic in Arms Regulation (ITAR). This information shall not be provided to non-U.S. persons or transferred by any means to any location outside the United States Department of State. A company wishing to receive the TDPs must have an active status in the Defense Logistics Agency Joint Certification Program(JCP). Once your company has been verified to have active status in JCP, we will upload the TDPs will be uploaded into AMRDEC Safe Access File Exchange (SAFE). You will then receive an e-mail from the AMRDEC SAFE site https://safe/amrdec.army.mil/safe/, with a link to the package ID and a password. The TDPs may contain drawings in C4 format. Software to view C4 drawings is available for download through http://www.landandmartitime.dla.mil/Viewers.asp. GENERAL INSTRUCTIONS: The solicitation package includes the RFP, Exhibit A, Attachment 0001 Technical Data Package, and Attachment 0002 Pricing and Delivery Spreadsheet. These documents, except Attachment 0001 Technical Data Package, are available for download on the Federal Business http://www.fbo.gov/Offerors shall upload their signed and dated RFP and the Attachment 0001 Section Pricing and Delivery Spreadsheet to FBO prior to the solicitation closing date. DLA Aberdeen anticipates the issuance of a Request for Proposal (RFP) on or about April 19, 2018 as described below. This requirement is for the procurement of Five (5) Install Kits and one (1) Loud Speakers in support of Single Channel Ground and Airborne Radio System (SINCGARS). This acquisition will consist of the nine (9) NSNs listed below. The proposed contract type will be a 5 year, Firm Fixed, Indefinite Delivery/Indefinite Quantity (IDIQ) supply contract. This RFP is expected to be a 100% Small Business Set Aside. The Government possess technical data and/or rights to technical data for manufacture for these NSNs. The NAICS Code is 335931.
