- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to TestAmerica Laboratories, Inc. upon the basis of the authority provided at FAR 13.106 (b)(1)(i). This requirement is extremely urgent and must be awarded by 6 July 2018 to avoid loss of project funding. This requirement is for to analyze a first batch of 60 soil samples (plus appropriate QC samples and trip blanks) for BTEX, GRO, DRO, and RRO (on select samples) at level IV analysis with appropriate quality assurance and quality control measures within 14 days of the sample collection. The lab should expect the delivery of these samples contingent on field sampling, which is expected to occur no later than July 10th, 2018. This sample analysis will include a suite of blanks and other QC samples that are appropriate under EPA recommended sampling guidelines. At the end of the growing season (late August-early September), the contracted lab will be required to analyze the second batch of 60 soil samples (plus appropriate QC samples and trip blanks) for BTEX, GRO, DRO, and RRO (on select samples) at level IV analysis with appropriate quality assurance and quality control measures within 14 days of the sample collection. The lab should expect delivery of the samples contingent on sample collection, which is expected to occur no later than September 17th 2018. The selected analytical lab must be accredited by the U.S. Department of Defense Environmental Laboratory Accreditation Program (ELAP) for all chemical analyses. In both cases, the lab will submit to CRREL researchers a data packet including disclosure of protocols utilized and all quality assurance and control measures that can be validated by a third party. The contracted lab must also be capable of entering all collected and analyzed data into the Naval Installation Restoration Information Solution (NIRIS) database via the NIRIS Electronic Data Deliverables system (NEDDs) in a timely fashion (within 1 month of analysis completion).The contracted lab will supply coolers and vials for sample collection, and will be responsible for making shipping arrangements from the location of the analytical lab to Barrow, Alaska and their return. The contracted lab must also be capable of receiving the samples in a timely fashion and preserving the temperature integrity. Shipping must be quick to ensure that the temperature of the samples remain below 4°C. 100% of each sample batch will undergo level IV analysis. The analytical lab will provide CRREL and the data validation contractor the data in electronic format. Specifically, CRREL will receive the data in an excel spreadsheet. Additionally the contractor will be required to submit level IV data for 100% of the total samples. The level IV data analysis will include the raw data measured by the instrument, including the raw chromatograms. In total the contracted lab will be required to perform BTEX, GRO, DRO, and RRO (on select samples) analysis on approximately 166 soil samples. Again, at the contracted lab's discretion the total number of samples can be reduced if multiple analyses can be performed on one sample. All sampling containers deemed appropriate for the collection of these samples (e.g. 40 mL amber glass jars tared pre-preserved with methanol for GRO and BTEX) will be the responsibility of the lab to ship to the sampling site in Barrow, Alaska the week before the scheduled sampling event on 1st July 2018 therefore the services of the contracted lab should begin no later than June 25th 2018 to necessitate appropriate time to ship sampling containers and any necessary equipment deemed appropriate by the lab. Communication between the CRREL researchers and the staff of the analytical lab will be critical and the contracted lab will be expected to have open lines of communication within regular business hours and throughout the analysis of the samples. TestAmerica Laboratories, Inc. previously performed identical services under purchase order W913E516P0045, and currently meets all required laboratory specifications. The associated North American Industry Classification System (NAICS) code is 541380, which has a size standard of $15,000,000.
