- DLA Distribution Norfolk at Crane, Indiana has identified a need for distribution and warehousing support services, which will be advertised under solicitation SP3300-18-R-5000. The scope of this requirement includes project supervision, preservation, Packaging, Packing and Marking (PPP&M), inventory and labor support services to perform distribution operations requirements. The Contractor shall provide all management, personnel, supervision, personal protective equipment (PPE) and any other items and services not provided by the Government. DLA Distribution Norfolk at Crane, Indiana's primary mission is to plan, program, manage, and execute efficient and effective receiving, storage, inventory, stock readiness, issue processing, packaging, and distribution in support of on-base and worldwide customers. The requirement is for an Indefinite Delivery Indefinite Quantity contract with a five-year period of performance, inclusive of a 90 Day phase-in period. The estimated period of performance (PoP) dates for this requirement are provided as follows: Performance Period 1: 22 Novemebr 2018 - 21 November 2019* Performance Period 2: 22 November 2019 - 21 November 2020 Performance Period 3: 22 November 2020 - 21 November 2021 Performance Period 4: 22 November 2021 - 21 November 2022 Performance Period 5: 22 November 2022 - 21 November 2023 *Includes 90 day phase-in This acquisition will be solicited pursuant to full and open competition after the exclusion of sources, 100 percent 8(a) set aside in accordance with FAR 19.805, Competitive 8(a), under FAR Part 15, Contracting by Negotiation. Contract award will be made on the basis of competition limited to 8(a) concerns. It is anticipated that contract award will be made in November 2018. The NAICS code and Size Standard are 493110 and $27.5 million, respectively. All documents related to this notice will be posted to the Federal Business Opportunities website. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this pre-solicitation notice. There will be no advance notification of amendment/modification/solicitation issuance. Prospective offerors are advised to consult the website frequently to check for the issuance of amendments/modifications and/or solicitations. The tentative timeframe for issuance of the Request for Proposal (RFP) for the above stated requirement is on or around the week of May 30, 2018.
