Description
The U.S. Army Corps of Engineers, Galveston District Office requires a construction contract for the Gulf Intracoastal Waterway, Texas, Placement Area No. 88 Containment Dike Raise. Project Information: The work consists of Schedule No. 1 which includes clearing, grubbing, removal of debris, turfing, demolition of existing drop outlet structure, and raising the containment dike and training dike and construction of new drop-outlet structure. Estimated volume of semi-compacted fill for containment dike raise is $128,000 CY. Estimated volume of uncompacted fill for training dike raise is 33,000 CY. Option 1 would include additional raising of containment and training dikes and additional turfing. Estimated volume of semi-compacted fill for containment dike raise is $131,000 CY. Estimated volume of uncompact fill for training dike raise is 61,000 CY. If Option 1 is awarded an additional 90 calendar days will be added to the contract completion time. Completion Time: Schedule No. 1 - 270 calendar days. Option No. 1 (if exercised) - 90 calendar days. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in the amount of $3,516.00 for each calendar day of delay until the work is completed or accepted. The contractor will be required to provide Performance and Payment Bonds within (5) calendar days after award. The contractor shall begin work within (10) calendar days after acknowledgement of the notice to Proceed. The Solicitation issued will be Firm Fixed Price. The magnitude of this project is between $1,000,000.00 and $5,000,000.00. The solicitation is advertised as "UNRESTRICTED-FULL & OPEN COMPETITION TO BOTH LARGE & SMALL BUSINESSES". The North American Industrial Classification System (NAICS) Code applicable to this project is 237990 - Other Heavy and Civil Engineering Construction. The Small Business Size Standard is $36.5 Million. The solicitation will be issued on or about 17 July 2018. Response date is 16 August 2018 @ 2:00 PM (All bids must be submitted electronically via AMRDEC Safe). The estimated award date for this project is September 2018. Subcontracting goals for the Galveston District are: 50.0% - Small Business; 17.0% - Small Disadvantaged Business; 18.0% - Woman-Owned Small Business; 10.0% - HubZone Small Business; 8.5% - Veteran-Owned Small Business and 4.0% - Service Disabled Veteran-Owned Small Business.
