- The National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate with Illumina Inc., 5200 Illumina Way, San Diego, CA 92122 to procure one (1) MiSeq System - #SY-410-1003 with shipping and handling. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Delivery to Bethesda, Maryland 20892 approximately 90 days after receipt of award. The Virus Persistence and Dynamics Section (VPDS) lab has a requirement to obtain Illumina's MiSeq System next-generation sequencer that is capable of generating up to 15 Gb of high quality data passing filter per 2x300 bp run. Hardware for fragmentation or shearing template DNA is not required. The MiSeq reagent kits need no emulsion PCR, cluster generation or an additional equipment. The MiSeq System will allow for the VPDS lab to prep the single cell libraries and sequence. The VPDS lab has experiments in process that have been conducted using products from Illumina Inc., and the lab must continue to use these products to avoid introducing outside variables resulting in corruption of the lab's experiments leading to spending additional funding and time to start the vaccine process from the beginning. Changing variables would prevent the correct interpretation of the data analysis methodologies already in progress. Illumina Inc. is the original equipment manufacturer the MiSeq System, which Illumina Inc., has no third-party vendors to offer the equipment or reagents. No other known vendor has the extensive knowledge and expertise in the intricacies of the sequencer. They also maintain continuity of other reagents and parts, to ensure that experimental results are not influenced by new variables to avoid any long delays in characterization from other suppliers. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. All responsible sources who can provide the same or similar equipment may submit a response that could be considered by email (subject line to reference NIAID-NOI-18-1914401) to Tonia Alexander at talexander@niaid.nih.gov, by 3:00 pm eastern standard time Thursday, July 12, 2018. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
