Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-3(a)(2)(ii), to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center, it is the Government's intent to award a sole source service contract to the Bosque School, Albuquerque, New Mexico to provide non-personal services to continue the Middle Rio Grande Bosque Ecological Monitoring Program through the Bosque Ecosystem Monitoring Program (BEMP). BEMP is a long term ecological monitoring program in the Middle Rio Grande in New Mexico. BEMP combines long-term research with community education outreach by involving K-12 teachers and students, as well as university students, in monitoring BEMP sites. BEMP researchers, working in conjunction with university staff and subject matter experts, developed specific site set-up and monitoring protocols for collection of data. The data collected by the BEMP program pertains to non-biological factors such as air and soil temperatures groundwater levels, water levels in adjacent ditches, and precipitation, as well as biological factors such as native and exotic or invasive vegetation densities and indicator insect activity in the riparian corridor of the Middle Rio Grande, New Mexico. Data is collected at 33 established monitoring sites within the riparian corridor along the Middle Rio Grande. BEMP data collection monitors key indicators of structural and functional change within this unique system. Multiple agencies utilize this key information to support water resources management throughout New Mexico. BEMP data collection supports the United States Army Corps of Engineers Albuquerque District (Corps) and a multi-agency initiative, the Middle Rio Grande Endangered Species Collaborative Program (Collaborative Program), whose goal is to be a collaborative forum for the promotion and application of science in support of management, restoration, and recovery actions undertaken by organizations working in the Middle Rio Grande. The data that BEMP collects is crucial to the ongoing analysis of project success for the Corps and other signatories to the Collaborative Program and also supports other stakeholder ecosystem restoration objectives in the Middle Rio Grande. The Government intends to award a Base Period of One-Year, and four (4) One-year Option Periods. Minimum requirements of this contract action are long-term data collection at 33 established BEMP research sites completed by utilizing groundwater wells, vegetation transects, leaf litter traps and pitfall traps for collecting insects in an area 100 meters wide by 200 meters long, including Monthly Site Data Collection of Abiotic data factors such as groundwater levels, water levels in adjacent ditches, precipitation and air and soil temperatures, at all sites, along with biological data factors such as native and exotic tree and shrub productivity Indicator surface arthropod activity, will also be collected up to three times per year at these sites. An annual report of findings and analysis will be provided to USACE and will be made available on the BEMP website. Tamarisk Leaf Beetle monitoring will occur at up to 17 BEMP sites based on protocols established by the Tamarisk Coalition. The standard Tamarisk Coalition survey method includes five (5) sweeps on each of 5 randomly selected plants at each sample site, with each site sampled four (4) times a year. Survey sites will be selected throughout the Bosque and will be conducted along riparian zones. At each site, the number of different instars and adults is tallied for each set of five (5) sweeps. TLB will be collected and frozen for species identification. Other site data will also be collected, including weather, percent of dead branches, percent defoliation of tamarisk, location, and other relevant variables. For each survey, the Contractor shall document type of survey, location (UTM), date, surveyor name, and general weather conditions. All field data sheets shall be compiled and submitted to the Tamarisk Coalition database, as well as the BEMP database. The spatial data for each sampling location and the Diorhabda numbers present will be entered into GIS and used to create a map. The Contractor will report findings identifying what Diorhabda species are present in New Mexico Watersheds. The data shall be provided to USACE, in addition to a written report. Detailed vegetation transect monitoring shall be performed at 28 BEMP sites on established transects. These transects shall be inventoried on an annual basis during the growing season. Vegetation along these transects shall be identified at least to the genus level, and to species level if possible. A written report of findings shall be provided to USACE. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the requirement is a continuation of services previously procured from the Bosque School and BEMP. Award of this service contract is solely within the discretion of the Government.
