Brand Name or Equal Anesthesia Edwards EV1000 Requested for the Minneapolis VA Health Care System NAICS Code: 339112 Notice Type: Sources Sought This is a Request for Information (RFI) only; it is not a request for quotations or offers. 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of Brand Name or Equal Anesthesia Edwards EV1000 requested for the Minneapolis VA Health Care System. This is a Brand Name or Equal request for Edwards EV1000 Anesthesia system from authorized dealers only. See Attached DRAFT Statement of Work This is a request for information and sources only, which may or may not lead to a future solicitation. This is not a request for proposal (RFP). The VA will not pay for any information received resulting from this sources sought notice. Information should be forwarded to the Contract Specialist. Any questions should be addressed to the Contract Specialist, in writing, at the email address provided. Because this is a request for information only, answers to questions will not be posted. If your organization has the capability to provide these items and is interested in this opportunity, please respond to Jody M. Product literature on items that are offered to meet the requirements of the DRAFT specifications (see attachment). Socioeconomic status. The deadline for this information is 11:00 AM Central Time on Monday, July 9, 2018. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. GREY MARKET ITEMS:   The Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that the OEM warranty and service are provided and maintained by the OEM. The vendor shall provide new items ONLY; no remanufactured or "grey market" items. All items must be covered by the manufacturer's warranty.   The offeror shall provide evidence of its authority to distribute the proposed equipment/system at the time of submission of its quote/offer.   Please note that such evidence is subject to verification by the Contracting Officer at his/her discretion. Statement of Work Minneapolis VAHCS Anesthesia EV1000 Patient Monitoring Purchase 618-18-2-040-0150 GENERAL INFORMATION Title of Project: Anesthesia EV1000 Patient Monitoring Procurement SCOPE The Minneapolis VAHCS requires five (5) Edwards EV1000 patient monitors, four (4) FloTrac cables, five (5) pressure control covers, five (5) roll stands, and five (5) platinum service agreements for the monitors for Anesthesia patient monitoring within the Operating Room and the Electrophysiology (EP) Lab. The Edwards EV1000 monitors and accessories replace existing hemodynamic patient monitors utilized by Anesthesia within the OR and EP lab. These monitors allow for clinicians to monitor blood pressure, arterial catheter flow parameters, oxygen saturation, and volumetric parameters during Anesthetic procedures. Also, the EV1000 patient monitors are able to integrate into the Anesthesia Record Keeping (ARK) software currently utilized by the VA for patient documentation for physiologic data parameters. REQUIREMENT/SALIENT CHARACTERISTICS/SPECIFICATIONS Common Nomenclature (commercial description): Edwards EV1000 Patient Monitors and monitoring accessories. Principles of operation: Used by Anesthesia to monitor patients blood pressure, arterial catheter flow parameters, oxygen saturation, and volumetric parameters during Anesthetic procedures within the OR and EP lab. Intended use: Edwards EV1000 monitor and monitoring accessories for Anesthesia patient monitoring within the Operating Room and the EP lab. Equipment with which the item is used: Intregration with existing VA ARK software for patient documentation for physiologic data parameters. Original equipment manufacturer part number: Edwards EV1000 Clinical Platform NI Part# EV1000CS Edwards EV1000 Flotrac Cable, 16ft Part# EVFTCL Edwards Pressure Controller Cover Part# PCCVR Edwards Roll Stand Part# EVRS Edwards Platinum Service Agreement, 12mo. Part# EVNIPPSRV12 Other pertinent information that describes the item, material or service required: Patient monitors must be a minimum of a Windows 7 based operating system for integration on the VA s network. OTHER UNIQUE REQUIREMENTS Compatibility with Existing Equipment: Intregration with existing VA ARK software for patient documentation for physiologic data parameters. Applicable DICOM compliance, Directives or IT Policies: VA Memorandum: Medical Equipment Running Unsupported Windows Operating Systems Coordination with On-going Construction Project (provide the project number): N/A Warranty: Standard one (1) year equipment warranty applies Training: N/A Service and/or Maintenance: Platinum Service Agreement for 12 months being requested with purchase. DELIVERY Contractor must deliver five (5) Edwards EV1000 patient monitors, four (4) FloTrac cables, five (5) pressure control covers, five (5) roll stands, and five (5) platinum service agreements. Contractor must deliver within 30 days of Contract award. Contractor must deliver to the Minneapolis VAHCS Biomedical Instrumentation Service (BIS) department. Inspection and acceptance will occur at the Minneapolis VAHCS. PERIOD OF PERFORMANCE The period of performance will be 30 days after contract award.
