- SYNOPSIS: The Government is issuing this RFI for market research as defined in FAR 15.201(e), to obtain information about pricing, delivery, capabilities, and other market information for planning purposes concerning Soldier eye protection. This RFI is not a request for competitive proposals; therefore, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is seeking information on upcoming technology developments related to improved ballistic protection on eyewear. All products submitted shall be compliant with the Buy American Act (BAA), Trade Agreement Act (TAA), and Berry Amendment. Interested parties are encouraged to submit company and product literature and other pertinent information such as performance parameters, test reports, manufacturing limitations, and statement of availability. Response to RFI: Responses to this RFI are limited to 7 single-spaced pages with one-inch margins using standard letter-size 8½" x 11" white paper. The page count includes any title page. The font shall be Times New Roman 12-point or larger. Responses must be unclassified. Multiple responses from a firm are acceptable. RFI responses shall also include: • Name of the primary point of contact for the response • Business Title • Identify the firm as a small or large business • Any institution or organization affiliation(s) • Email Address & Phone • Identification of other key individuals who collaborated on the RFI response • A brief summary (300 word limit) description of previous relevant experience RFI Questions: Natick Soldier Research, Development and Engineering Center (NSRDEC) is requesting responses to the following questions: 1. What is your technology to increase ballistic protection? What is the protective capability? 2. What lens curvature can you currently apply your technology to? 3. What are the manufacturing limitations? 4. What are the optical limitations? 5. How does your technology compare with currently fielded protective eyewear? 6. What is the estimated date of availability? 7. What is the estimated cost? Interested parties are invited to submit a response to this Sources Sought Announcement. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY This Sources Sought Announcement is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This Sources Sought does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Army has not made a commitment to procure any of the items/services discussed, and release of this Sources Sought Announcement should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this Sources Sought Announcement is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become Government property and will not be returned. Not responding to this Sources Sought Announcement does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. RESPONSES: Interested parties may identify their interest and capability by sending responses regarding this requirement to the NSRDEC via e-mail ONLY Mr. David Phelps at david.a.phelps45.civ@mail.mil and Mr. Robert Middleton at Robert.A.Middleton.civ@mail.mil with "Improved Ballistic Eye Protection Response" in the subject line. Responses to this RFI must be submitted no later than 5:00 PM Eastern Standard Time, on July 31, 2018. The U.S. Government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party. Please provide business size (indicate your socioeconomic status), applicable NAICS code, and CAGE code. If you hold a GSA Federal Supply Schedule contract, please identify your contract number. All information marked as proprietary information must be clearly marked and will be safeguarded to prevent disclosures to non-government personnel and entities.
