Description
The Naval Medical Research Unit 6 in Lima Peru is conducting a study entitled: "Characterization of the infectious causes of acute febrile and exanthematous illness in Latin America" which is aimed to determine the etiology of febrile and/or exanthematous disease syndromes in a variety of countries throughout Latin America, including Paraguay. Protocol Details The current PWS is for one year period of performance. All the study activities will be performed in the Hospital General Barrio Obrero located in Asuncion. this is the IRB approved study site for the protocol in Asuncion. Local host approval has been obtained for this and only this site. Performance Requirements The following requirements are needed 1. To coordinate and obtain study authorization renewal from local health facilities to perform the study in Hospital General Barrio Obrero. 2. To obtain IRB approval renewal for performing the study in Paraguay. 3 To recruit and train health personnel for performing the study. Fluent in Spanish 4. To screen at least 300 potential study participants per year. 5. To perform the informed consent process 6. To collect study approved information and biological samples. 7. To label and keep samples in adequate cold-chain conditions 8. To maintain all forms with identifiers in a locked office at the site. 9. To prepare biological samples for shipments to NAMRU-6 in adequate cold chain conditions 10. To deliver to NAMRU-6 all samples collected as part of the study, informed consent/assent documents, and all epidemiological forms. If capable sources are not identified through this notice, then NAMRU 6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to the NGO Asociacion Rayos de Sol, for the requirements of NAMRU-6. This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to supply the required goods or perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 12:00 pm Local Eastern Time on July 08 2018.
