- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. Offers are being requested and a written solicitation will not be issued. The contract resulting from this procurement will be a firm fixed price contract. The solicitation SPE605-18-Q-0505 is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 dated 12 Jan 2017. DPAS rating for potential award is DO. Scope of Contract: LINE ITEM 0001: TURBINE FUEL, AVIATION NSN: 9130-00-753-5026 (JA1) Delivery Date: 22 Jul 18 - 1 Aug 18 Estimated Quantity : 2000 USG Delivery Address: PORT OF TANJUNG WANGI BANYUWANGI INDONESIA (MGRS: 50L KS 1927 0083). Mode: TANK TRUCK with PUMP & METER Delivery Hours: 0700HRS/TUE, WED, THUR - Delivery dates/times may include nights, weekends, and local holidays. Delivery Notes: This solicitation is requesting Additized Jet A-1 meeting MIL-DTL- 83133 (JP8 Spec). However, Neat Jet A-1 can fulfill this solicitation if additives are not available in the location. Tanker type: 3xM978A2, 1xM978A4 HEMTT Tankers (2500 Gal each). Requested delivery vehicle be equipped with D-1 commercial aviation fuel nozzle to facilitate fuel transfer into US Army HEMTT Tank Trucks. Delivery is expected on 24 Jul but may occur within delivery period. All deliveries to be confirmed and finalized 48 hours beforehand. Vendor must be able to access delivery location. Electronic Funds Transfer as a means of payment will be made upon receipt and acceptance of all products through Wide Area Work Flow (WAWF). The following provisions and clauses apply to this acquisition: FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; the evaluation criteria stated in paragraph (a) of the provision are as follows: The significant evaluation factors, in the relative order of importance are: 1. Technical specifications, 2. Past performance; and 3) Price. Evaluation factors are approximately equal.
