- The U.S. Census Bureau intends to award on an other than full and open competition basis with FIS Reference Data Solutions, LLC to procure six months of FAME software licenses (140 EA). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1) Soliciting from a single source. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type of contract. T his procurement is a follow-on contract for the purchase of exclusive licensing for the continued production of the Gross Domestic Product (GDP), a major data output. FIS wholly owns FAME Software and there are no other resellers of this product. FAME software is uniquely designed and optimized for handling time-series data which is instrumental in the production of GDP. While time-series data can be stored in other types of databases (relational, NoSWL, etc.) there are benefits to using a database specifically designed for time-series, including scalability, usability, and optimization for measuring change over time. All of the Bureau of Economic Analysis (BEA) National accounts data are time-series and at the component/sector-level must be stored and processed efficiently as a time-series database. By utilizing the same software as previous periods of performance, ensures continuity of mandatory time series data. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS and no solicitation is available. All responsible sources all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency to Paul Schiele at paul.schiele@census.gov by 23 June 2018. All information furnished must be in writing and must contain sufficient detail to allow the Census Bureau to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice.
