- CALL 003 Amend # 2 - Proposal Extension - BAA-RVKV-2014-0005 13 June 18, 0800 hours, ALL, please get the word out to all Offerors that: Subject: Amendment # 2 to CALL 003 to BAA-RVKV-2014-0005 Proposal Submission Date Change - NOW DUE 16 July 18 @ 1500 hours, MST instead of 2 July 18 TO: All Offerors, 1. Per this Amendment # 2, ALL Prime Proposal(s) are now due on 16 July 18 @ 1500 hours MST instead of 2 July 18, in accordance with the Cost Proposal Instructions provided as an attachment to CALL 003. NOTE! If you plan to be a Prime Offeror, please submit a letter stating that your organization intends to bid on this CALL. If you have already submitted a letter, then submit an updated one. E-mail is fine. 2. Contracting Officer Highly recommended items to be considered responsive and helps for the government to evaluate your proposal(s): a. Payroll Data for Direct Labor Rates applied to the Prime's proposal. b. DHHS Rates - Current c. DCMA/DCAA Rates for both Direct Labor & Indirect Labor d. Recent DCAA Audits or other Audits e. ACO & DCAA Letter(s) of an Adequate Accounting Systems and any other systems, i.e. Purchasing, Property Systems, etc. f. Subcontracting Plan per FAR 19.704 - Subcontracting Plan Requirements. (1) through (15) and all elements thereto. Please ensure that your Subcontracting Plan CLEARLY addresses ALL 15 elements separately within your plan when submitting your proposal. Failure to comply with FAR 19.702, Statutory Requirements, MAY be ineligible for award. Also, if possible, provided 5-year historical information and analysis of just how well your firm has support the SBA Small Business Program. This kind of information can be obtained from the ACO or from the firm's internal records. This is helpful. Also, if there are NO Subcontracting Possibilities, then the Prime shall prepare a comprehensive memorandum to support the Contracting Officer's requirement's in accordance with FAR 19.705-2 (c), and provide rationale that addresses who, what, where, when, how and WHY. g. Subcontracting Technical Evaluation and Analysis by the Prime for all Subcontracting efforts proposed. The prime's technical team is requested to prepare a Technical Evaluation for each subcontractor proposed and address: (1) The overall technical benefits to the prime's proposal; (2) What it "Should Cost"; (3) How do you know if the hours proposed are reasonable per the Basis Of Estimates including rationale to assure it is within scope of the technical effort and is sufficient to meet the government's needs, ensure the estimating methodologies and rationale are properly applied and there are no duplications, apply estimating methodologies as required per engineering judgement, man-loading, Industrial Engineering Standards (IES), and Estimates at Completion h. We need copies of ALL Purchase Orders, especially for Materials. i. Need copies of all Consultant Agreements and rates and prime technical evaluations as to why this Consultant is best qualified and the reasons they will meet the government's needs. j. DFARS 252.215-7009 - Proposal Adequacy Checklist posted on Fed Biz Opps on 11 June 18. Reminder to use this checklist along with the Cost Proposal Instructions provided by the CALL posted on 15 May 18. 3. All anticipated Prime Offerors should acknowledge receipt of this Amendment and confirm that the Prime intends to submit a proposal. All subcontractors should coordinate with their Prime's Offerors and identify the Prime's Proposal Number in their bids to the prime and send a complete Fully Disclosed subcontractor proposal to the government and Prime at the same date the Prime submits their proposal. //Signed// FRANCIS M.
