Description
The Federal Aviation Administration (FAA) has a requirement for installation a Type FA-30200 Precision Approach Path Indicator/Light (PAPI) System at Groto-New London Airport, Groton, CT. For more information of this requirement, see attached Site Survey Report (SSR) which may be revised or converted into Statement of Work (SOW). All interested Large and Small businesses are encouraged to submit a response to this market survey. The responses to this market survey will be used for informational purposes only and may assist with determining FAA's procurement approach. This is not a screening information request (SIR) or request for proposal (RFP) of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor s expense. The purpose of this market survey is to solicit statements of interest and capabilities from large businesses, small businesses, service disabled veteran owned small businesses and 8(a) certified firms, capable of fulfilling this requirement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set aside the competition among small businesses, service disabled veteran owned small businesses or 8(a) certified firms or if full and open competition is appropriate. At this time the nature of the competition has not been determined. Depending on the responses received from the market survey, the FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service disabled veteran owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The principle North American Industry Classification System (NAICS) code anticipated for this effort is 237130, Power and Communication line and related structure construction, with a size standard of $36.5 Million. HOW TO RESPOND TO THIS MARKET SURVEY: Interested contractors should submit the following documents to the contacts listed at the bottom of this announcement: 1. Capability Statement This document should identify: a) Type of services provided by your firm, b) Number of years in business, c) Geographic area where your company can provide services, d) Previous experience for work involving similar scope, e) Current business size/socio-economic status,and f) Business CAGE Code and DUNS number as registered with www.SAM.gov. 2. General Pricing Information Interested parties are requested, but not required, to provide an estimated top level rough order of magnitude (ROM) to include a range of the estimated total cost for the effort as defined in the SSR. Details or breakdowns are not necessary during the market survey. The anticipated contract type is a Firm Fixed Price (FFP) with a 120 calendar days period of performance (POP) after issuance of notice to proceed (NTP). Any pricing information rendered is for information purposes only and is not to be construed to be binding in any manner by either the government or the contractor. PLEASE NOTE THERE IS A PAGE LIMITATION OF THREE (3) PAGES MAXIMUM PER RESPONSE TO THIS MARKET SURVEY. THIS IS ONLY A REQUEST FOR GENERAL AND CONDENSED INFORMATION.
