HPLC System DESCRIPTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. This solicitation is a Request for Quote (RFQ) using FAR Parts 12 and 13 procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96. The North American Industry Classification System (NAICS) code for the proposed acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with a business size standard of 500 employees. The solicitation is being set aside for small business. SUPPLIES OR SERVICES AND PRICES/COSTS CLIN Description Price 0001 HPLC System $ 0002 Installation $ 0003 Shipping $ 1001 OY1 Maintenance $ 2001 OY2 Maintenance $ 3001 OY3 Maintenance $ Total Cost $ PURPOSE The Office of Regulatory Science, Division of Bioanalytical Chemistry requires the purchase of a Preparative-High Performance Liquid Chromatography (Prep-HPLC) System. Also, to include 3 additional option years for maintenance. BACKGROUND The Office of Regulatory Science, Division of Bioanalytical Chemistry requires the purchase of a preparative high performance liquid chromatography (Prep-HPLC) system for the isolation of contaminants and components of food and dietary supplements. The requested Prep-HPLC system shall provide the necessary capabilities to isolate and purify components for their characterization. These components are essential for development and validation of quantitative analytical methods. OBJECTIVE(S) The purchase of Prep-HPLC system is critical to support the Agency's mission by providing capability of characterization of components of food and dietary supplements and in the development and validation of quantitative analytical methods for regulatory use. The major components of the acquisition plan are as follows: o Agilent 1260 Infinity II preparative LC system with integrated software capable of controlling the all components of the instrument. o Entire system shall be warranted for parts and labor for 12 months from date of installation. o Service shall be provided by service engineers who are trained and certified by the original manufacturer of the instrument. Engineers should have access to the manufacturer's latest technical developments, repair procedures, application updates, diagnostic software, and planned maintenance procedures. o The system shall be newly manufactured unit, not used or refurbished, or previously used for demonstration. The instrument shall meet all the technical and hardware specifications specified below: o The vendor is responsible for delivery and installation of the instrument. The FDA OR shall perform inspection and acceptance of the HPLC system. o The vendor shall demonstrate upon installation that the item shall meet all performance specifications by the manufacturer o An instrument familiarization for FDA users shall be provided by the installation engineer. SCOPE The major evaluation factor for this solicitation shall be ability to meet the technical and hardware requirements. The Government reserves the right to select the system that shall offer best value, including consideration features that may enhance the value of the instrument, such as additional software, training, and extension of warranty periods. Cost shall be considered only after the technical and hardware requirements are met. REQUIREMENTS The instruments purchased shall meet the following technical requirements: o The instrument shall have a high-pressure binary mixing with an operating pressure of up to 420 bar. o The pump shall provide flow between 0.01 - 50 mL/min in 0.01 mL/min increments. o The pump shall have an integrated vacuum degasser and an automatic seal wash o The system shall be able to operate by setting upper and lower pressure limits with automatic cut-off for increased safety in the event of column blockage or leakage o The auto-sampler shall be fully automatic and support flow rates up to 200 mL/min at 400 bar o The auto-sampler shall regulate sample temperatures between 4 °C to 40 °C o The auto-sampler shall be equipped with a fixed loop with an injection volume ranging from 0.1 µL to 3600 µL with <5% injection precision at 1 µL o The sample manager shall be able to accommodate two sample plates with up to 132 vials. o The sample manager shall be configured with injector fluidics to wash the fluid path during the injection process as management for sample carryover (<0.005%). o The photodiode array (PDA) detector shall have full spectral data acquisition rate of 120 Hz o The PDA detector shall have a high sensitivity, dual-lamp design that allows analysis between 190 to 950 nm o The PDA detector shall have a wavelength accuracy of ± 1 nm o The PDA detector shall have a programmable slit width of 1, 2, 4, 8, and 16 nm to allow optimization with spectral resolution and signal to noise o The PDA detector shall have a minimized short-term noise (< ± 7 μAU ASTM), low noise front-end electronics and special flow cell design that can deliver lower detection limits o The fraction collector shall be able to collect the fractions based on time, mass and peak. o The fraction collector shall have a capacity to collect fractions with system flow between 1 mL/min and 200 mL/min o The fraction collector shall have self-calibrating automated delay sensor to ensure accurate peak collection o The fraction collector shall be bioinert and shall be able to collect fractions in 12- 30 mm tubes o The column organizer shall be able to mount a manual injector, pre-columns, columns of different size and have a leak detecting device. o The LC software shall have interactive system to monitor quality control and user diagnostics enabling methodical examination of system integrity and leaks. o The vendor needs to supply one-year standard warranty The instruments purchased shall include the following hardware specifications: • Preparative binary pumps • Preparative auto-sampler with cooler and multiple loop kit • Preparative fraction collector with tubing kit • Column organizer for analytical and preparative columns • Diode Array detector with prep flow cell • Software to control all components and optimize separation DELIVERY LOCATION/DELIVERABLE 5001 Campus Drive College Park, MD 20740. If the vendor is not installing on the day of delivery, the delivery should be made to the loading dock and moved into location on the date of installation. The vendor is responsible for installation of the instrument. The vendor shall demonstrate upon installation that the item shall meet all performance specifications by the manufacturer. (d) Comptroller General Examination of Record. FAR 52.217-8, OPTION TO EXTEND SERVICES (NOVEMBER 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. FAR 52.217-9, Option to Extend the Term of the Contract (March 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within the period of performance of the contract; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. Dun and Bradstreet (DUNS) number, country of manufacturing of equipment, and certification that all company information listed in the System for Award Management (SAM) database is complete, accurate, and current, to include and representations and certifications in accordance with FAR 52.212-3. Offerors shall submit a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. Offerors shall ensure the solicitation number is visible in the subject line of the email transmission of their quote. The award will evaluated and awarded as Lowest Price Technically Acceptable. Faxed quotes will not be accepted.
