Description
The Defense Commissary Agency, Acquisition Management Directorate Construction Design Branch (HQ DeCA/LEAAF), anticipates awarding a firm fixed price construction contract for an Addition/Alteration Upgrade of an existing facility, approximately 72,529 square-feet at NAS Pensacola, Florida to modernize commissary equipment, increase efficiency, and improve operational requirements to be more aligned with current DeCA standards. The bullets below depict the general nature of the work. The work includes but is not limited to the following: • Existing sales area will be reconfigured guided by the Agency prototype for a Class 4 commissary. The addition will add 13,411 SF will be added to the existing facility. • The completed commissary facility will have a sales floor with an improved entrance and a "Grab & Go" section. • Updated administrative area, produce department, meat department, dairy department, frozen food area, deli/bakery, operational support area, and staging/receiving areas. • The project will include refrigeration systems with automatic monitoring, controls, and alarms, emergency and general lighting, emergency power for critical systems, fire alarms, and a fire sprinkler system. The magnitude of construction for this project is between $10,000,000 and $25,000,000. This is a competitive acquisition for a commissary construction project utilizing Lowest-Priced, Technically Acceptable (LPTA) source selection procedures conducted in accordance with Federal Acquisition Regulation (FAR Part 15.101-2). Award will be made to the lowest priced, technically acceptable responsible offeror. Award will be made on all or none basis. This acquisition will be conducted in full and open competition. For the purpose of this acquisition, the predominant NAICS Code is 236220. The Business Size standard is $33,500,000. The pricing schedule for this solicitation will consist of five (5) CLINs to include Commissary Building Construction, Commissary Equipment, Commissary Bldg. Maintenance and Repairs, Maintenance & Emergency Repair for HVAC and Refrigeration, and Commissary Equipment Repair Over & Above. One firm-fixed price contract will be awarded to the responsible offeror who provides the lowest price technically acceptable proposal. This contract will be awarded and administered by DeCA. Funding and payment information will be provided by DeCA at time of award. The performance period for this project will be 540 calendar days after issuance of the Notice to Proceed. Important Notes: It is anticipated that the Request for Proposal (RFP) will be issued on or about 02 July 2018. For copies of this solicitation, specifications and drawings, and all other documents go to the Government's website at www.fbo.gov to download. No paper copies will be issued. By submission of an offer the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) data base prior to award of any contracts resulting from this solicitation.
