- This demonstrates the configurations requested. PLEASE NOTE: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPIS ISSUED ONLY TO CONDUCT A MARKET RESEARCH STUDY FOR AN ANTICIPATED REQUIREMENT. This is a sources sought announcement seeking only small business responses in order to determine available small business participation in this acquisition. This is not a request for quotation or proposal. This notice is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. The Government will in no way be bound to this information if any solicitation is issued. After review of the responses to this announcement, the Government may proceed with the acquisition and a subsequent solicitation may be published. The designated North American Industry Classification System (NAICS) Code is 514512, Satellite Communications, with a size standard of $27.5M. The Joint Operations Center for the Virgin Island National Guard (VING), is requiring a complete lifecycle to the current VTC, Audio system and Display Multi-Function Controllers which is used for the VING for inter and intra-agency collaboration during territory emergencies and domestic operations. We need this system to be able to communicate optimally between government agencies (local and federal), departments, and our mainland headquarters (HQ) regardless of the network classification or endpoint equipment. This refresh for our systems must be able to provide high-definition voice, video teleconference collaboration, multi-media streaming and recording solutions to promote government responsiveness; this will help improve overall efficiency by extending the reach and quality of collaboration services delivered across multiple media and geographic regions. The solution must provide new hardware and software solutions for; 2 VTC suites, complete audio system, and multi-function controllers. System for JOC Briefing area a. Entire System must be prepared to upgrade to SIPR in near future however SIPR functions not required at this time. b. Multi-Function controllers must have capability to output to 20 Monitors (currently 12 on Media Wall, 1 in control room, 2 in conference room) and support 40 input from various sources. i. Must have the capability to map 4 separate News feeds simultaneously to the monitors. ii. System have a user friendly and easy to use control panel iii. Provide extension screen/mirror screen for JOC computer systems iv. All computers in the JOC room must be able to display to the screens v. Must be configured to switch between multiple screens providing one picture, multiple output displays configurations as follow: SEE ATTACHED DOCUMENT c. Audio speaker system must be able to support audio from our VOIP telephones, television news feed, video teleconference suite, and computers systems; all endpoints should be able to output to the audio system setup. i. All audio new wiring supporting latest audio codecs d. Video teleconferencing system must be able to provide a collaboration infrastructure to support any environment which includes; dial in from remote location, have "workspaces" for an immersive group, record sessions, content sharing, HD audio and video. i. VTC Capability to connect to multiple points on the same call. Installation 1. Vendor must provide all new wiring needed to support latest technologies. 2. Provide any necessary hardware needed to meet the requirement of services. 3. Remove all old wiring and install new wiring needed to support requirement. 4. Dispose of all wiring and trash made during new installation. With this contract we require from the vendor copies of all software and documentation related to the systems installed; all logon credentials, pertinent information or software that would be needed to update, reconfigure and maintain the systems, must be left with JOC personnel. Responses submitted should include (1) name and address of firm, phone, email address and point of contact; (2) CAGE Code; (3) type of small business, e.g., woman-owned, service-disabled veteran owned, small disadvantaged, etc.; (4) firm's experience; and (5) firm's past performance with federal, state and local government agencies and/or commercial entities within the last three (3) years.
