Description
Cattle Guards - BLM Utah AMENDMENT TWO (2) posts the following questions / answers: 1)Detail D - Is the tubing acceptable to use instead of the formed rail? 2)Do these get the Wild Horse Modifications? 3)Are there drawings for the wings? 4)Will there be someone there to off load the trucks? Answers: 1. Rail is required as specified in the drawing. 2. Wild horse modifications are not necessary 3. No drawings for wings - standard see https://www.steelcattleguards.com/ (The BLM cattle guard is what we require) 4. We will have someone to offload the truck AMENDMENT ONE (1) posts the following Question (Q) and Answer (A): Q: Are the Cattle Guards with or without cleanouts? A: The cattle guards are without cleanouts. The Bureau of Land Management (BLM) Utah seeks a vendor to furnish cattle guards. The cattle guards are to be delivered to the BLM Color Country District Office located at 176 East DL Sargent Dr. Cedar City, UT 84721. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 140L5718Q0032 and it is a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98 05/31/2018. This procurement is a 100% total set aside for small business and it is being conducted under NAICS code 332312 Fabricated Structural Metal Manufacturing under which, to be a small business, a company must have 500 employees or less in in this category. The provision at FAR 52.212-1 Instructions to Offerors applies to this acquisition and any addenda to it are in the attached file regarding Clauses. The provision FAR 52.212-2 Evaluation - Commercial Items is applicable to this acquisition and it and its' details are in the attached file regarding clauses. The method of source selection is LPTA - Lowest Priced Technically Acceptable. Technical acceptability is determined by meeting the specifications and requirements which are in attached files. The determination of if a proposed product meets the specifications and requirements is the sole decision of BLM - Utah. A submittal requirement is the engineering design of the proposed cattle guard. This needs to be of sufficient detail for the BLM Utah to determine if the proposed cattle guard meets the BLM Utah's specifications and requirements. All offerors must include with their quote a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications - Commercial Items which is in the attached file referencing Clauses. All contractors wishing to do business with the federal government must have an active entry in the SAM computer system (https://www.sam.gov) and not be debarred from federal contracting. The FAR clause at 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition and any addenda to the clause are in the attached file referencing Clauses. The clause at FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items applies to this acquisition and those that apply are marked in the attached file referencing Clauses.
