Description
The National Aeronautics and Space Administration's (NASA) Kennedy Space Center (KSC) plans to conduct a two-step design-build procurement for Mobile Launcher 2 (ML2) in accordance with FAR 36.3. The Phase 1 solicitation will be a Request for Qualifications (RFQ) in order to determine the most highly qualified Offerors (up to 5 Offerors) to compete in Phase 2. Phase 2 will be a Request for Proposals (RFP) issued to the Offerors down-selected during Phase 1, with award made to the Offeror providing the best value to NASA. This notice relates to the previously posted Sources Sought Notice (Reference Number 80KSC018R0032). NASA’s purpose for ML2 at KSC is to serve as the launch platform for the Space Launch System (SLS) “Block 1B” (B1B) vehicle, both crewed Orion and future uncrewed payload configurations. NASA’s intent is to incorporate flexibility and expandability (modularity) into the ML2 design, necessary to accommodate future modifications for the “Block 2” (B2B) vehicle crewed and uncrewed payload configurations. NASA’s concept for ML2 is similar in nature to and concept of operations as Mobile Launcher 1 (ML1), currently in the build and test phase. ML2 is envisioned to be a two-story base structure with similar dimensions to ML1 base with an approximate 400-foot service tower. As with ML1, ML2 will function as the physical ground interface with the SLS and spacecraft. ML2 will be utilized to assemble, test, service, transfer to Launch Pad 39B, and launch the SLS launch vehicle and Orion spacecraft (or other payload). Along with the flight vehicle, the ML2 will also interface with other existing facilities, ground support equipment systems, Spaceport Command and Control Software at the Vehicle Assembly Building, Launch Pad 39B, Crawler Transporter, and ML park sites. The ML2 design and construction will include the main structural system, facility electrical power, potable water, compressed air, sanitary sewer, fire suppression, fire detection/alarms, oxygen deficiency monitoring system, HVAC, elevators, Kennedy Command and Control System, deck quench water, sound suppression and ignition overpressure water. The ML2 GSE systems include the flight vehicle interfaces consisting of: Orion Service Module Umbilical, Core Stage Forward Skirt Umbilical, Core Stage Inter-Tank Umbilical, Tail Service Mast Umbilical, Aft Skirt Electrical Umbilical, Aft Skirt Pneumatic Umbilical, Crew Access Arm, Vehicle Stabilizer, Vehicle Support Posts, Exploration Upper Stage Umbilical and Emergency Egress Subsystem. Also as part of the ML2 GSE design and construction in scope of this contract are the following commodities and services: Cryogenic subsystems (LH2 and LO2), Pneumatic subsystems (GN2, GO2, Breathing Air & GHe), networks and communication subsystems, Environmental Control Subsystem, Ground Cooling Subsystem, Ground Special Power, Hydraulic Arms and Accessories Service Pressure, Handling and Access, Hypergolic subsystem, Kennedy Ground Control Subsystem, Launch Release Subsystem, Ground Main Propulsion Subsystem, Range Safety Checkout Subsystem, Sensor Data Acquisition Subsystem, Thermal Control Subsystem, Thrust Vector Control Hydraulic Support Subsystem, Weather Subsystem, Hazardous Gas Leak Detection Subsystem and Radio Frequency and Telemetry Station. This contract will also include test software for local ML2 hardware unit acceptance testing prior to turnover to the Government, which will be defined in the Phase 2 RFP. NASA intends to award a single cost reimbursement contract. The anticipated period of performance is not to exceed 44 total months including design and construction. This procurement will be full and open competition. The North American Industry Classification System (NAICS) code for this procurement is 236210 Industrial Building Construction, with a size standard of $36.5M. NASA does not intend to acquire a commercial item using FAR Part 12. The anticipated release date of the Phase 1 Request for Qualifications (RFQ) is no earlier than June 25, 2018, with an anticipated proposal due date of July 30, 2018. This synopsis is not a solicitation and NASA is not requesting proposals; this should not be construed as a commitment by NASA. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) web page, www.fbo.gov.
