Description
Capabilities Survey - P512 Tactical Operations Center Introduction: The U.S. Army Corps of Engineers, Japan District (POJ) is performing market research for a Design-Bid -Build (DBB) construction project. This announcement represents a market survey that is intended for preliminary planning purposes only. This purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). All interested companies shall be registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts. Project Information: Project Title: FY19 P512 Tactical Operations Center Project Location: Kadena AB, Okinawa, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between $5,000,000 and $10,000,000 Project Description: Construct Sensitive Compartmented Information Facilities (SCIF) within a building constructed by the Government of Japan (GOJ) to include a Tactical Operations Center (TOC), Operational Control (OPCON), Automated Data Processing (ADP) in secure area, Intelligence, coalition planning, communications, briefing, secure storage area conference room, mission planning, analysis and a Special Access Program Facilities (SAPF) room. This project will provide Anti-Terrorism/Force Protection (AT/FP) features and comply with AT/FP regulations and physical security mitigation in accordance with Department of Defense (DoD) Minimum Anti-Terrorism Standards for Buildings. Built-in Equipment includes a steel antenna tower with steel cage ladder, a grounding system and conduits for the tower. Construction monitoring is required to observe the construction to ensure that there are no abnormalities that could affect and compromise the security of the SCIF. Paving and site improvements includes a foundation for the antenna and a retaining wall at the base of the antenna. Procurement method: POJ intends to solicit this project as a Two Phase Request for Proposal. The results of this sources sought will assist the Government in acquisition planning. Submission Requirements: Interested sources are requested to complete the attached Capabilities Survey and email the completed form to the following individuals no later than 5:00 PM, 5 July 2018, Japan Standard Time (JST). All information submitted by respondents that they consider confidential and not releasable to third parties outside of the U.S. Army Corps of Engineers and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked.
