Description
The U.S. Department of Energy, Southwestern Power Administration (Southwestern) intends to issue a firm fixed price Invitation for Bid (IFB) to completely remove and rebuild Southwestern ™s Springfield to Clay 161kV transmission line located in Springfield, Missouri. The total length of the rebuild is approximately 6.72 miles. The Contractor will be required to remove all structures, conductor, shield wire, grounding, and all other items associated with the transmission line, except the existing OPGW, and rebuild the transmission line with all new materials. The Contractor shall provide all labor, equipment, and materials required to complete the project. Bidders must be able to demonstrate through past performance a minimum of two (2) years ™ experience in high voltage energized/hotline work for consideration to be determined responsible. Additionally, bidders ™ onsite superintendent must have a minimum of three (3) years ™ experience as a superintendent or foreman on high voltage transmission line rebuild construction projects. This is a 100% Small Business (SB) set aside. The applicable North American Industry Classification System (NAICS) code for this acquisition is 237130 and the small business size standard is $36.5 million. The magnitude of this project is estimated to be between $5 million and $10 million. The estimated project completion date is 120 days after receipt of Notice to Proceed (NTP). Contractor registration in the Government ™s System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. The anticipated release date of the solicitation package is on or about July 2, 2016, with bids being due on or about August 6, 2016. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. All responsible sources may submit a bid and will be considered by Southwestern.
