Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is T4T30001Pekin and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98. The associated North American Industrial Classification System (NAICS) code for this procurement is 333241 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2018-06-18 13:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Pekin, IL 61554 The DOJ BOP Field Offices - FCI GREENVILLE requires the following items, Brand Name or Equal, to the following: LI 001: The three ovens shall be Revent model 724 Double Rack Gas Ovens or equivalent. Natural Gas Ovens shall be of stainless steel construction, manufactured in the United States with 208-240V/60/3. The footprint of each oven shall be no larger than 83.0"W x 69.0"D x 105.0"H and shall have an integral hood with a minimum of 31" overhang to ensure proper vapor capture. The Type I hood must be UL710 Listed and have a single point exhaust. Oven shall have independent electrically interlocked air safety switches for the draft inducer and hood. Control panel shall have programmable settings with auto on/off feature and 4-step bake/roast setting. The oven shall include an in-shot burner system with a heat exchanger consisting of 18 independent high-temperature, stainless steel tubes. The in-shot burners will have no moving parts. The oven shall also include a self-contained spherical cast steam system which shall convert 1.0 gallon of water into steam within 20 seconds at a temperature of 400 F or better. The field reversible oven door shall utilize three panes of glass in the viewing window to ensure a safe to the touch exterior. The oven shall be equipped with a diagnostic center with status indicator lights and be equipped with built-in levelers. The oven will bear the following agency approvals: UL for safety, sanitation, and gas for the U.S. & Canada, UL710 for the hood. The exhaust hood shall meet construction requirements of IMC section 507 and NFPA-96. 99 programmable recipes, holds 1 double rack for each oven. Each oven shall contain a prison/security package. Energy saving idle mode and stand by temperature to maximize energy savings, air wash gap within the door to decrease exterior temperatures., 3, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOJ BOP Field Offices - FCI GREENVILLE intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOJ BOP Field Offices - FCI GREENVILLE is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. As defined in the Federal Acquisition Regulation (FAR) 2.101, the terms offer and offeror refer to a response to a solicitation that, if accepted, would bind the submitter to perform the resultant contract. The terms bid and bidder refer to an offer submitted in response to an Invitation for Bid (IFB). The term proposal refers to an offer submitted in response to a Request for Proposal (RFP). Failure to comply with this term may result in the Bid/Proposal/Quotation being determined to be unacceptable. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid/Offer MUST be good for 60 calendar days after close of Buy, unless otherwise indicated. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. No partial shipments are permitted unless specifically authorized at the time of award. No other individual is authorized, either verbally or in writing to change part numbers, manufacturer, quantity, delivery dates, or any other specifications of this Buy. Items/services that do not conform to descriptions and part numbers found in this Buy will be rejected at the time of delivery causing a return at the contractor's expense. For all buys other than Exact Match Sellers MUST document what they are bidding for evaluation for award. Sellers must include, extended specs and/or manufacturer name and part numbers (if applicable). Failure to do this may result in non-consideration of the Bid/Proposal/Quotation. This information is REQUIRED in order for a seller s Bid/Proposal/Quotation to be evaluated for award. FAR 52.211-6. Must be delivered by 09/30/2018. Award will be decided by best price, prior performance (late delivery, partial shipments,incomplete shipments, lack of contact with contracting officer), and best value to the Federal Government. Performance will be evaluated based on timely communication with the Contracting Officer,timely delivery, and completeness of delivery. Poor performance will be subject to a CPARSentry as well as an alert on FEDBID. Please see attachments for additional information on requested specifications. The contractor awarded this project will provide all equipment, materials, labor, installation, testing and certification for three rotating oven units to be located in the Food Service department of the Federal Correctional Institution (FCI) and Federal Prison Camp (FPC), Pekin, Illinois. The three ovens shall be Revent model 724 Double Rack Gas Ovens or equivalent. The work involved includes installation of three ovens, all connections to existing gas and electric service (within five feet of the equipment), all ventilation at roof penetrations, all sealing and weatherproofing of the ventilation, along with any verification and certification of the equipment ensuring all applicable local, state and federal codes, standards and regulations are met. All aspects of the installation and certification shall be performed by factory authorized technicians for this type of equipment. Upon completion, on-site safety and operational training shall be provided to institution personnel that will be responsible for operation and maintenance of this equipment. Contractor shall visit the project site prior to the delivery and installation to determine if any existing conditions need to be modified by institution staff. This would include any existing utility that may interfere and/or slow down a timely installation. The institution will make final electric and gas connections before the contractor completes the equipment startup. The contractor shall include startup costs in the solicitation. Contractor shall provide to the institution, in written form, all necessary literature, guidelines, and instructions on proper preventive maintenance and safe operation of the equipment. Contractor will provide, one set of technical documents concerning any material, product, Material Safety Data Sheet, or technical reference shall be furnished to the Contract Specialist, at no cost to the government. Contractor will provide, one set of any user manuals which will include a complete parts lists of system components, part numbers, descriptions and diagrams depicting every entity of the system that would have potential for replacement for future reference. Additionally, contractor will provide technical support information such as names, phone numbers, addresses, etc., for technical reference concerning operation, troubleshooting, and part replacement resources A signed company letterhead must be sent to the contracting officer representative stating that all applicable codes were adhered to during the installation of the 3 ovens at FCI Pekin including all local, state and federal codes. This must be provided before final payment can be processed.
