Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with the Online Computer Library Center (OCLC), Inc. in Dublin, OH, for catalog and interlibrary loan services for nine NOAA libraries for the catalog of electronic and print documents and the ability for NOAA librarians to access interlibrary loan through OCLC to obtain material not available within NOAA for NOAA researchers. These services are the NOAA Library and Information Services Division in Silver Spring, MD. Sole Source Justification OCLC is a non-profit, membership, computer library service and research organization dedicated to the public purposes of furthering access to the world's information and reducing costs. It was founded in 1967 as Ohio College Library Center and has grown to include more than 72,000 libraries in 170 countries. OCLC and its member libraries cooperatively produce and maintain WorldCat, the largest online public access catalog in the world. WorldCat has holding records from public and private libraries worldwide. The OCLC database for cataloging and searching purposes uses the Connexion computer program. OCLC services are used to locate, acquire, catalog, lend, and preserve library materials. The OCLC database contains records in Machine Readable Cataloging (MARC) format contributed by library catalogers worldwide who use OCLC as a cataloging tool. These MARC format records are then downloaded into the libraries' local catalog systems. This allows libraries to find and download records for materials to add to their local catalog without the lengthy process of cataloging each individually. Titles not available in WorldCat can be added by member libraries for use by all in the system. The NOAA Library and Information Network which comprises of 22 NOAA libraries around the country have been using OCLC for its cataloging and inter-library loan (ILL) services for more than 40 years. Cataloging and interlibrary loan are parts of OCLC's main feature: the WorldCat union catalog. It is the largest online catalog in the world. As of December, 2017, WorldCat contains over 400 million bibliographic records in 491 languages, representing over 2.6 billion physical and digital library assets and the WorldCat persons database includes more than 100 million descriptions of authors, directors, musicians and others which have been mined directly from WorldCat. WorldCat has holdings records from public and private libraries. Member libraries, which include the 22 NOAA libraries, contribute collectively by adding new catalog records, or by editing existing catalog records from WorldCat which are added to the member's online catalog. Users through NOAA, the United States, and around the world can access NOAALink. There are financial benefits for cataloging titles in OCLC. As a member library, the NOAA Central Library earns credits for every original catalog record that is created and added to the WorldCat database, as well as for every existing catalog record that is modified. These records are added to the NOAA online catalog. Most other NOAA libraries earn credits for adding new or modify existing catalog records in WorldCat. The NOAA Central Library also earns credits for adding Name Authority Control Records (NACO) as well as the Bibliographic Monographic Records (BIBCO) through an arrangement between the Library of Congress and OCLC. The NOAA Boulder Laboratories Library uses ILLiad, a slightly different interlibrary loan system, from the Worldshare ILL system used by the rest of the NOAA libraries. ILLiad includes all the tools necessary to serve resource-sharing libraries in a single Window-based interface. It reduces manual processes and inefficient paper-based systems, saving staff time. ILLiad integrates seamlessly with WorldShare Interlibrary Loan, connecting NOAA Library users to the world's largest interlibrary loan network. Whether they are in the library, a remote library location or an office, users can monitor requests so they know when to expect delivery of needed items. ILLiad delivers electronic content directly to users' desktops. Hosted ILLiad provides all the server hardware and software needed, including installation support, ongoing software upgrades and system back-ups. ILLiad streamlines the Boulder Lab Library's interlibrary loan processes saving staff valuable time via custom queues and automated processes. It also provides a helpful interface for our customers, cutting down on inquiries from users and therefore saving our staff time. The hosted version of ILLiad eliminates the need for IT support from NOAA staff. It also fully integrates with the WorldShare Management System, which is the Library's Library Service Platform (LSP), so our users can seamlessly request interlibrary loan via our online catalog. OCLC is the primary provider of cataloging and interlibrary loan services in the US, and the only company that currently provides these services. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the required services may submit substantiating documentation in writing within ten days of this notice. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
