Description
The United States of America, acting through the Millennium Challenge Corporation ("MCC") and the Government of Liberia (the "Government" or "GoL") have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Liberia (the "Compact") in the amount of approximately 256,726,000 USD ("MCC Funding"). The Government's access to the MCC Funding expires on January 19, 2021, five years after the Compact entered into force on January 20, 2016. MCA-Liberia was created as the primary entity of the Government responsible for implementing Compact activities and managing the MCC Funding. The Government, acting through Millennium Challenge Account - Liberia (the "MCA Entity"), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Proposals ("RFP") is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and on the website of the MCA Entity (www.mca.gov.lr). The goal of the Compact is to reduce poverty through economic growth. Specifically, the Compact seeks to address two binding constraints to economic growth currently existing in Liberia: a) lack of access to reliable and affordable electricity, and, b) inadequate road infrastructure. To address these constraints, MCC and GOL designed the Compact program to consist of the following two Projects: (i) the Energy Project; and (ii) the Roads Project. Under these two Projects, the Compact includes, amongst other things, funding for the rehabilitation of the Mt. Coffee Hydroelectric Power Plant ("MCHPP"), development of a training center for technicians in the electricity sector, support for the creation of an independent energy sector regulator and support for the development of a nationwide road maintenance framework. Millennium Challenge Account-Liberia (MCA-L) is the legal entity responsible for Compact implementation. The Compact will be implemented by "MCA-L" for a period of five (5) years from the date of entry into force of the Compact (i.e., through January 2021). The Compact can be accessed at http://www.mca.gov.lr/images/PDF/libcompact.pdf. The overall goal of the Millennium Challenge Account-Liberia (MCA-L) programs in the Mount Coffee Reservoir catchment area is to protect the quality and quantity of water that enters the reservoir. The Programs will work with residents of the catchment area to reduce human impacts on water flows and water quality that could adversely impact the Reservoir's capacity to generate electricity and to supply water for human use; while at the same enhancing the livelihoods of local communities. This RFP follows the General Procurement Notice that appeared in UNDB online of January 25, 2018, dgMarket on January 26, 2018, MCA-Liberia Website (www.mca.gov.lr), and in local newspapers: New Democrat, on January 30 and 31, 2018 and Heritage, on January 31 and February 1, 2018. The MCA Entity now invites proposals from legally constituted consulting firms to provide the consultant services referenced above ("Proposals"). More details on these consultant services are provided in the Terms of Reference. This RFP is open to all eligible entities ("Consultants") who wish to respond. Subject to restrictions noted in the RFP, consultants may associate with other consultants to enhance their capacity to successfully carry out the assignment. A Consultant will be selected under the Quality and Cost-Based Selection method, the evaluation procedure for which is described in sections of the RFP in accordance with "MCC Program Procurement Guidelines" which are provided on the MCC website (https://www.mcc.gov/resources/doc/program-procurement-guidelines). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award. Please note that a Pre-Proposal Conference will be held on May 31, 2018 at 2:00pm, local time in Liberia, as described in the Proposal Data Sheet ("PDS"), Section II of this RFP.
