Description
The FAA intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) type contract to Esterline for up to 300 Standard Terminal Automation Replacement System (STARS) Main Display Monitors (MDMs). This will satisfy new DoD requirements (92 MDMs) and provide the FAA additional STARS qualified MDM-4 displays to satisfy growth in demand. This follow-on contract will also contain provisions for desktop mounting kits, contingency engineering and repair support services as well as any incidental supplies/parts. The total estimated potential value of this requirement is $4,850,000 and the period of performance will be through September 2021. The award will be on a single source basis pursuant to AMS T.3.2.2.4 Single Source Contracting These 300 MDMs represent 10% of the approximately 3,000 MDMs purchased on the expired legacy contract with Esterline. The legacy contract was competitively awarded to Barco and subsequently novated to Esterline. This requirement has become urgent in that Esterline recently notified the FAA the last day to order the MDM-4 is June 30, 2018. The cost to qualify a new MDM would be prohibitively expensive at approximately $10 million or twice the value of the 300 MDMs. In addition, the use of a third party vendor to manufacture a MDM desktop mounting kit presents an unacceptable risk in that it would void the 5 year warranty on the $15,409 monitor. Use of a third party vendor to perform-out-warranty repairs presents an unnecessary risk in that Esterline, as part of the production contract, acquired at its own expense repair parts most likely to fail.. When all the approximately 3,000 legacy MDMs are replaced in FAA TRACONs and DoD RAPCONs operational control rooms with Esterline MDM-3 and MDM-4 models, the Esterline MDMs will be operational in 440 towers, 149 FAA TRACONs and over 175 DoD RAPCONS in support of STARS and their operational mission. In addition, these MDMs are used in the STARS test and training strings. Standardization is critical at operational air traffic control facilities. TRACONs do not have a mix of MDMs due to the displayed color variation between models. Each MDM model requires specific adaptation software at the facility to standardize the display colors. The development of the site-specific adaptation at a TRACON is dependent on which monitor is used. This display color variation would likely occur with any new MDM also. Once spares for the -3 and -4 variants are no longer available, the entire facility would have to be retrofitted with the new MDM. Moreover, the management of three variants of MDMs would increase the workload of personnel from logistics, technical operations, and second level engineering. Standardization streamlines logistics support including drawings for parts, Technical Manuals (Technical Operations and Air Traffic), and MDM training courses (Technical Operations, Security, Adaptation, and Second Level Maintenance). This standardization also simplifies the repair and sparing for the MDM, as well as providing the FAA with the flexibility to transfer Technical Operations personnel among facilities without incurring additional training. Prior to the MDM-3 and MDM-4 models reaching end-of-life, the FAA will make a decision about its procurement options for the next generations of MDM.
