- RFQ and SOW for USADF Parking spaces This is a combined synopsis/solicitation issued by the Bureau of the Fiscal Service on behalf of United States African Development Foundation (USADF) has a requirement for the rental of two (2) regular monthly parking spaces (SUV size space) for the period of June 18-25, 2018 through June 17-24, 2019 plus four (4) additional 12-month option periods, as described in the statement of work included in the RFQ document. This notice has been prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested as described in "52.212-1 Instructions to Offerors" and a hard-copy written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ). The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-82. This RFQ is being issued on an unrestricted basis to the open market, under NAICS 812930 (Parking facilities) that has a United States Small Business Administration size standard of $38,500,000.00 in annual revenue. Award will be based on the Lowest Price, Technically Acceptable (LPTA) offer. Any Questions received on or before 1:00 pm, EST, June 7, 2018 at purchasing@fiscal.treasury.gov, with the subject line of "Questions for RFQ-ADF-FIN-18-0011(2) Attn: BCOOPER/TAYERS" will be answered as amendment to the solicitation. Questions received after the deadline may not be answered. Any questions and/or comments received are not considered proprietary and will not be protected by the Government. Offeror's are prohibited from communicating directly with USADF personnel about this procurement action. Responsive quotes received on or before 1:00 pm, EST, June 18, 2018 at purchasing@fiscal.treasury.gov, with the subject line of "Quotes for RFQ-ADF-FIN-18-0011(2) Attn: BCOOPER/TAYERS" will be considered. The attached commercial item clauses, supplemental terms and conditions, instructions to offerors, and evaluation criteria/award determination apply to this acquisition. Please see attachment labeled RFQ-ADF-FIN-18-0011(2). Interested Offerors may register at http://www.fedbizopps.gov to receive notifications along with any amendments that are issued, which will be available for downloading.
