- RFI to Support DLA Energy Contingency Fuel Program in Hurricane Season in Southern and Gulf states DLA Energy is seeking interested parties to potentially supply all the fuel to include gasoline, diesel, propane and jet fuel (JA-1 and JA-1 with additives) under a contingency basis (due to force majeure) to support DoD and Federal Civilian agencies for a period of one year. The contingency contract will be effective during the hurricane season in the south and southeastern United States (Gulf Coast to include Texas, through lower Atlantic Ocean), when normal delivery conditions are not sustainable due to extreme adverse conditions and limited fuel sources. The health, safety and continuity of operations for emergency response teams, hospitals and other life-sustaining missions will require a 24-hour delivery basis. The southeast United States covers Alabama, Arkansas, Florida, Georgia, North Carolina, South Caroline, Mississippi, Tennessee and Missouri. Texas is also included only for contingency purposes. Startup must commence within 24 hours of notice to perform. Interested parties should submit a capability statement that would guarantee product availability and required transportation when the contingency contract replaces the normal contract fuel deliveries to these locations. In the capability statement, the interested party shall describe how the program would be managed. This RFI is for market survey purposes only, and does not/will not obligate the U.S. Government, nor the respondents to any contractual relationship. Interested parties are encouraged to submit one or more concept proposals that address each of the foregoing areas by June 21, 2018.
