Description
Naval Facilities Engineering Command Southwest is announcing its intent to issue a request for proposals (RFP) for Cultural Resources and archeological Services at various locations within Naval Facilities Engineering Command, Southwest ™s (NAVFAC SW) area of responsibility. This procurement is a 100% Small Business (SB) set-aside with the intent to award no more than four contracts Firm-Fixed Price, multiple award contracts under the North American Industrial Classification System (NAICS) Code 541720 - Historic and Cultural Preservation Research and Development, and Archeological Research and Development Services. The Small Business Size Standard for this NAICS Code is $20.5 Million. The services to be acquired will be for offerors to perform Cultural Resources and Archeological Services at various locations within NAVFAC SW ™s area of responsibility. Work may be located in Arizona, California, Colorado, New Mexico, Nevada, and Utah. On occasion work may also be performed in other locations which will be competed amongst all of the resultant contract awardees. However, most of the work is expected to be performed in California. The Offeror(s) shall furnish all labor, management, supervision, tools, materials, travel, lodging/subsistence, equipment, and transportation to provide cultural resources related studies, investigation, preparation of historic and archaeological documents, and implementation of plans in accordance with Sections 106 and 110 of the National Historic Preservation Act of 1966, as amended. Formal source selection procedures will be followed as prescribed by Federal Acquisition Regulation (FAR) Part 15 and DFAR Supplement as applicable. Proposals will be evaluated based the best value trade-off process. Evaluation will be based on the following factors: Factor 1, Corporate Experience; Factor 2, Contract Management Approach; Factor 3, Safety; Factor 4, Past Performance and Factor 6, Price. The Government ™s intent is to issue Multiple Award, Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity type contracts for a base period of one year with four, one year, option periods, and a minimum guarantee of $5,000.00 for each basic contract awarded. The minimum guarantee applies to the five-year term of the contracts. The aggregate value of task orders issued under the contracts will not exceed $30,000,000. Fair opportunity will be provided for all resulting task orders in accordance with FAR 16.505(b). The solicitation will be available by electronic media under solicitation number N6247318R4403 and can be viewed and downloaded, free of charge, via the Internet from the Navy Electronic Commerce (NECO) website at URL: http://neco.navy.mil and from the Federal Business Opportunities Online (FedBizOpps) website located at URL: https://www.fbo.gov. No paper copies of this solicitation will be issued. Amendments will be posted on the NECO and FedBizOpps websites for viewing or downloading. This will be the only method of distribution for this solicitation; therefore, it is the offeror ™s/contractor ™s responsibility to check the website(s) periodically for any amendment(s) to this solicitation that may be issued. The solicitation issue date is expected to be on or about June 21, 2018. The closing date for receipt of proposals is expected to be July 24, 2018.
