Description
The National Cemetery Administration is soliciting offers under solicitation number 36C786-18-R-0422 This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 238990, All Other Specialty Trade Contractors, Business Size Standard is $15.0 million. Project Description: The Contractor shall furnish all labor, materials, equipment and supplies necessary to perform all work reference for Projects A and B below: Project A: Demolish and remove the fifteen (15) existing hydrants from the flower watering stations and replace with new hydrants at Mountain Home National Cemetery (See Figures 1 and 2 below). At each watering station (See Figure 3 below), the existing trash and flower vase receptacles shall be reused. The existing hydrants shall be removed from the site and properly disposed of. The new hydrants will tie into the existing water source. The new concrete slab shall be 4 thick of 3000 psi concrete sloped to drain with a medium broom finish. Any sod/turf disturbed by construction activities must be replaced to its original condition. The composition of the grass species in the sod shall be a tall fescue and bluegrass mix. Remove any excess materials and debris. The work will be performed at Mountain Home National Cemetery (Annex), 215 Heroes Drive, Mountain Home, TN 37684. Project B: Erect a chain-link barrier fence at the Mountain Home National Cemetery Annex (See Figures 1 and 2 below). The fence is intended to provide a barrier between the existing walking path/electrical substation and the cemetery. See the attached sketch for approximate project location. There will be an Official Site Visit established in the solicitation, no other visits to site will be accepted. Contract period of performance will consist of Thirty (30) calendar days, after issuance of Official Notice to Proceed (NTP). The construction magnitude for this requirement is between $100,000 and $250,000. Note: Performance and Payment Bonds will not be required upon submission of proposal. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Technical Approach to Complete Statement of Work & Qualifications; (2) Past Performance; and (3) Price. Electronic solicitations will be available for download from http://www.fbo.gov on or about June 8, 2018. No paper copies will be issued. Offerors are responsible for obtaining all amendments or additional information at http://www.fbo.gov. Proposals are due at 1:00 P.M. EDT on June 19, 2018. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
