- NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis (for a Base and Four Option Year Contract) with the University of Georgia, 310 E. Campus Road, Tucker Hall, Room 409, Athens, GA 30602-1589, using the procedures in FAR Part 13, and in reference to 41.U.S.C. 253(c)(1), to provide services for evaluating the presence of exposure to pathogens, including but not limited to morbillivirus, in bottlenose dolphins and other marine mammals as part of the ongoing Unusual Mortality Event (UME) Investigations, including but not limited to the North Atlantic, Humpback, and Minke Whale UMEs and for general disease surveillance of marine mammal populations in the United States. secure room temperature storage of paraffin blocks and wet formalin fixed tissues from marine mammal cases submitted by the National Marine Fisheries Service (NMFS) Marine Mammal Health and Stranding Program network members, especially during Unusual Mortality Events (UMEs), to further our understanding of health, health trends and diseases of marine mammal populations in the wild and to provide chain-of custody (COC) for law-enforcement investigations. The NMFS, Office of Protected Resources works throughout the United States and abroad to detect, investigate, and respond to marine animal health and emergency response issues. Specifically, the diagnostics capabilities of the University of Georgia, Veterinary Diagnostic Laboratory will be used for health and disease investigations of stranded and live captured wild marine mammals including UME investigations. The University of Georgia, Veterinary Diagnostic Laboratory is uniquely qualified to assist with marine mammal diagnostic testing for pathogens, particularly morbillivirus. They have significant expertise and experience in viral pathogen testing in wildlife nationally and have provided rapid turnaround diagnostic services for marine mammal pathogens routinely. This laboratory is the only diagnostic laboratory in the United States that runs serum neutralization assay on marine mammal blood for dolphin morbillivirus and phocine distemper virus. Their assay has been part of an international inter-laboratory comparison with European Union laboratories. The laboratory has the expertise and experience in handling serum and swabs for morbillivirus and has been participating in UME and other investigations, such as the Deep-water Horizon Natural Resource Damage Assessment, over the last 10 years. There are numerous inter-laboratory comparison issues relative to analyses of marine mammal tissues and NMFS has worked to develop standard methods and quality assurance of services with the University of Georgia over the years. University of Georgia, Veterinary Diagnostic Laboratory is experienced with the sample tracking, chain-of-custody and paperwork associated with the legal aspects of marine mammal investigations. From both a scientific and legal perspective for future case it is critical that an experienced laboratory be used when testing marine mammal samples. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541380, Test Laboratories, with a business size standard of $15 Million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a quotation which shall be considered by the agency. A Sole Source, Full and Open solicitation will be issued under this notice on or about 12 June 2018 and will remain open for 5 calendar days after issuance. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
