- statement of work Objective: Obtain locksmith services to support the FMD, Repair and Alterations Branch and its programs with respect to performing a full range of work in the installation, repair, and maintenance of locking mechanisms. Scope: The contractor shall provide normal locksmith services for USDA Headquarters facilities five days a week. The Contractor will have an in depth knowledge of normal and high security lock mechanisms. The contractor shall perform a full range of work in developing plans to afford maximum security with a minimum amount of keys. The contractor will work side by side with assigned Government maintenance mechanic in the performance of their duties. The contractor will be directly responsible for ensuring the accuracy, timeliness and completion of all tasks assigned under this contract. Specially, the contractor will: -Provide technical support in maintaining existing databases used to manage and track work requirements. Help identify and recommend information technology and database tools for new activities or to increase the effectiveness of existing Computerize Maintenance Management System (CMMS). -Provide all necessary labor to perform the following locksmith duties; key and key core combination records maintenance, maintenance and repair of Government Furnished Equipment (GFE), identify parts and materials that need to be ordered, maintain assigned inventory, calculating pinning and key code management, pinning cores, cutting and duplicating keys, performing lock maintenance, installing (lock cores and locksets. To include providing support required to inventory and maintaining accurate key log and key codes. -Provide technical support in developing and maintaining facility maintenance repair schedules and performing routine inspections of work in progress until work is completed and complies with specifications. -Provide technical support in identifying and addressing short and long-range initiatives to support the building security measures. -Work with Office of Operation, FMD staff and agency facility coordinators to clearly identify requirements for reimbursable repairs of locks and locking mechanisms and employee lockouts. -The contractor shall conduct business with Government personnel, employees and customers in a courteous, positive and helpful manner at all times. The contractor is expected to handle the day-to-day customer issues, responding to their needs and explaining policy were it might be different from what the customer desires. Foward all customer issues that are not resolved at the locksmith level to the Contracting Officer Representative (COR) in a timely manner, providing details of all issues. PLEASE SUBMIT PROPOSAL ALONG WITH PAST PERFORMANCE REFERENCES.
